This National Guard position is for an IT Specialist (NETWORK),Position Description Number T5239P01 and is part of the Information Management /J6 of the Vermont Army National Guard.
Area I: Current On-board Title 5 or Title 32 Dual Status Technicians hired by the Vermont National Guard working at the location specified in job announcement.
The purpose of this position is to serve as a project leader for major network projects relating to the Wide Area Network (WAN) and Local Area Network (LAN) systems. The incumbent functions as the technical coordinator or technical specialist on issues relating to the WAN/LAN systems and their integration with the network.
MAJOR DUTIES:
1. Responsible for ensuring the correct configuration of network devices. Develops methods and procedures and coordinates corrective action to optimize network performance. Researches, tests and evaluates software packages which provide performance measurements of the WAN. Develops the standard configuration software loads for all network devices. Develops benchmarks and performance measurements and evaluation data to manage network servers and data communication devices to support normal and surge workload. Works with technical support personnel in resolving critical problems. Uses remote management software tools to maintain and update configuration, protocol and user/system files.
2. Develops and maintains documentation regarding network configuration, operating procedures, necessary to maintain the reliability of the network. Documents how user data is stored and protected on network storage devices. Coordinates appropriate action to ensure backup processes are completed. Determines the use of network devices such as servers, workstations, and peripheral devices, and remote access systems. Responsible for implementation of configuration management plans for complex LANs and WANs with supported elements to include; headquarters staff elements, tenant activities, state government, regional operating activities and national agencies. Initiates appropriate measures to maintain network security.
3.Develops plans and procedures for remote installation of applications and upgrades using state of the art software distribution methods. Oversees the distribution of applications and upgrades ensuring compliance with regulations and copyright laws. Establishes procedures to maintain accurate records of authorized users of distributed software. Instructs lower graded information technology (IT) specialists in the administration and maintenance of the installation's network devices. Establishes network trust relationships. Recommends standard operating procedures for all devices on the network. Directs the review and evaluation of proposed software. Prepares briefings and presentations on the complexities of the installation network. These briefings provide the basis for long-range decision planning relating to IT network project management. Directs the analysis of equipment and software reliability and utilization reports to identify and define problem areas and to establish end-to-end systems performance levels. Writes policy and plans for the installation continuity of operations plan (COOP).
4. Serves as network administrator responsible for configuring hubs, and switches, monitoring network performance, performing network diagnostics, analyzing network traffic patterns; and installing network software fixes and upgrades. Conducts performance tuning activities designed to optimize data management processes and recommends performance enhancements such as increasing storage capacity or modifying interfaces. May be assigned to assist the chief by performing limited leader responsibilities. Distributes and balances workload among employees. Gives on-the-job training to lower-graded employees. Approves leave for assigned employees. Provides input into annual performance appraisals. Resolves simple complaints and grievances, referring the more serious ones to the supervisor. Recommends training needs for employees. Provides input to the supervisor concerning selections, promotions, reassignments, recognition of outstanding performance.
The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies.
The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

Qualifications
OPEN AREAS OF CONSIDERATION: AREA 1
Area I: Current On-board Title 5 or Title 32 Dual Status Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite or 4-Term ) - Only those current Vermont National Guard employees who are in permanent, indefinite, or term technician status as result of being competitively hired by the Vermont National Guard.
MINIMUM REQUIREMENTS :Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade. Specialized experience includes experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
