Help

The incumbent tracks and analyzes training information to ensure compliance with workforce development policies and procedures. Applies experience with national and international training programs to support workforce development initiatives including mentoring and coaching, the LEAD program, training schedules, the adjunct instructor cadre, Out-of-Agency (OAT) training courses, On-the-Job Training tracking and recordation, Flight metrics, content revisions, and evaluation metrics. Individual is responsible for the coordination and update of the ASI new-hire quarterly curriculums as new courses are added and other courses are deleted from their string and new hire job functions training. The incumbent assists the project manager in the establishment and validation of course descriptions, prerequisites, and equivalents. Plans, schedules and conducts analyses/studies of proposed program plans for accomplishing program activities. Determines from aa programmatic perspective the viability, consistency Works with peers at the FAA Academy and throughout Flight Standards. Develops procedures, systems, and methods on a variety of management functions and activities for national and international training programs. 

Incumbent supports the Flight Standards representative on the FAA-wide workforce development workgroups and works together with these teams to identify issues and propose FAA-wide resolutions. The incumbent is expected to share information and business processes across LOBs to help develop and recommend solutions. The incumbent is expected to act as a consultant about how training requirements can be met through training systems and processes. The incumbent will support leadership for workforce development activities. Plans, schedules and conducts analyses/studies of proposed program plans for accomplishing program activities. Determines from a programmatic perspective the viability, consistency and accuracy of plans and projections and conducts reviews to determine resource levels required to accomplish programs in a sound and efficient manner.  

The incumbent will support the functional and technical training requirements for other Flight Standards offices to resolve training issues. This includes collecting information from customers (employees, other workforce development professionals, managers, policy divisions) and selecting the most appropriate approach or recommending new approaches. Provides supporting rationale on the establishment or clarification of objectives. Ensures that plans are consistent with program guidance. Analyzes plans for programs under their cognizance and recommends changes, as necessary, to ensure that comprehensive plans are kept current and reflect policies, priorities, goals and objectives of the organization.

Incumbent independently plans time and helps team leads and project managers to plan and utilize resources to accomplish projects and activities. Assists in identifying and deploying continuous improvement to work processes to create more workable products for customers and to improve organizational performance, efficiency and effectiveness. Individual is responsible for working with Project Managers and the FAA Academy to schedule prototypes. Solicits Flight Standards for students to attend prototype classes for new and revised training courses. 

Incumbent is responsible for assisting team lead and project managers across the division to ensure successful completion of workforce development initiatives within assigned specialty. Individual is responsible for scheduling and enrollments, assisting in formulating and processing training waivers, pop-up and equivalent training requests, and remote training requests in accordance with FAA policy. Incumbent has access to sensitive personnel data and provides written and verbal recommendations to management on issues related to training needs.

TO QUALIFY AT THE FV-H GS/FG-12 level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-G, GS/FG-11 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
