Duties

Help
  • You will plan, manage, and directs the activities of the Operations Department, which is responsible for providing Network Operations.
  • You will perform a variety of functions on a wide range of information assurance and information security issues and responsible for providing a variety of essential technical management and oversight functions.
  • You will be responsible for supporting joint service communications system management on Guam.
  • You will provide instruction and guidance, coordinates scheduling and completion of work and evaluates techniques, advises and provides technical assistance.
  • You will administer such programs as recruitment, staffing, merit promotion, employee performance appraisal and rating, military evaluations, employee relations, safety, and environmental health.
  • You will serve as a management representative at hearings, and meetings; and as applicable, meet with labor representatives to discuss and resolve labor complaints within the department.
  • You will inform interested and affected agencies and subordinate commands of progress toward meeting objectives and policies.

  • You will be required to obtain and maintain an interim and/or final Top Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 541, level III within 12 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to obtain and maintain a U.S. Passport. MSP/PPP applicants must currently hold the required security clearance.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Must be able to obtain and maintain a valid driver's license. You will be required to successfully complete a pre-appointment physical examination.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by 1.Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of experience demonstrating this competency include: responsible for providing Network Operations, multispectral connectivity, and Facilities contra I support services to Joint Task Force Marianas. 2.Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Experience demonstrating this competency include: establishing security programs to meet unique requirements for components, and regional activities, taking into consideration the needs of mission objectives, operation requirements, and personnel interests. 3.Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: investigating and reporting all incidents and provides direction and recommendations to correct processes and practices as required to preclude recurrence. 4.Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of experience demonstrating this competency include: instruction and guidance, coordinates scheduling and completion of work and evaluates techniques, advises and provides technical assistance to supervised personnel regarding IT and telecommunications issues, applications, services or equipment.

???????In addition to my experience demonstrating the four competencies above, such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by 1) Expert knowledge and experience in Cyber Security tools, methodologies, policies, and procedures are required to evaluate and make recommendations concerning overall plans for telecommunications programs. 2) Plans immediate, short and long-range programs/goals for the department.

This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.
