      1. Program Management (includes but not limited to): 65%
        • Plans, organizes, develops, implements, and manages a diverse and comprehensive fitness, sports, and aquatics program, within the scope of objectives and guidelines established at higher organizational levels, to include related facilities (group exercise classes; self-directed fitness sports, and aquatics programs; aquatics programs; incentive programs; special events; intramural, extramural and varsity sports; instructional programs; and awareness and education programs).
        • Coordinates with city, state, other military bases, and pertinent organizations in establishing a well-rounded fitness and sports program and to effectively promote all aspects of health/wellness to the community.
        • Coordinates with base organizations to ensure fitness advisory members are assigned and the bylaws and philosophy of fitness programs are thoroughly understood.
        • Conducts meetings and hosts collaborated events/educational seminars/information fairs, etc.
        • Maintains records of command participation and determines the winner of individual and base awards and makes arrangements for presentations.
        • Interprets considerable data relating to program trends, costs, problems, and needs; refines or modifies program methods and techniques based on findings.
        • Prepares appropriated fund (APF) and NAF budgets, which include the expenditures required to conduct the fitness, sports and aquatics programs (categories A and B).
        • Monitors contract services and properly performs quality assessment and evaluation (QAE) responsibilities.
        • Completes local needs assessments and/or local surveys annually to determine customer needs and incorporates these finding into the annual program plan.
        • Coordinates with marketing staff to plan and develop promotional advertising, commercial sponsorship, and publicity strategies.
        • Assists local Command Fitness Leaders (CFL) in conducting and administering safe and proper Physical Readiness Tests.
        • Solicits, interviews, selects, and directs volunteers and contract instructors for activities and specialty programs.
        • Maintains appropriate records and submits deserving volunteers for recognition through the base volunteer recognition program.
        • Reviews research publications and health journals to ensure currency in methodology and philosophy in the area of health and fitness
        • Ensures the program meets or exceeds industry standards as established by governmental and private organizations such as the Cooper Institute, Presidents Council on Physical Fitness, Occupational Safety and Health Administration, Department of Defense (DoD), American College of Sports Medicine, etc.
      1. Facility Management (includes but not limited to): 10%
        • Coordinates the use and maintenance of indoor and outdoor facilities, which may include but is not limited to, gymnasium(s), fitness center(s), tennis court(s), swimming pool(s), softball field(s), jogging track(s), football field(s) and soccer field(s) to accommodate the comprehensive installation fitness, aquatics, and sports programs.
        • Coordinates with and assists engineers on requirements related to construction of all new indoor and outdoor fitness and athletic facilities. Coordinates with Naval Facilities Engineering Command, and other base agencies (e.g., Safety Office) regarding requirements for maintenance and repair of fitness, sports and aquatic facilities and purchase and installation of new equipment.
        • Develops a five-year facility improvement program to maintain a state of the art program, prepares construction plans for renovations/additions or expansion and submits work orders for all minor construction projects from inception to completion.
        • Ensures inventory control of all property, equipment and supplies to protect government assets and determines replacement requirements levels.
        • Takes timely and appropriate action to comply with safety, fire and environmental directions and ensures safe, healthy, contemporary, comfortable, and adequate facilities.
      2. Supervisory duties comprise 25% of incumbent's time and include but are not limited to:
        • Directs work to be accomplished by a staff that includes Fitness Coordinator, Sports Coordinator, Aquatics Coordinator, Fitness Facility Coordinator, Outdoor Maintenance Supervisor and other subordinate staff.
        • Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities.
        • Conducts annual performance reviews of staff.
        • Participates in MWR Fitness staffing decisions.
        • Ensures staff receives proper training to fulfill requirements of their positions.
        • Addresses potential disciplinary and/or performance issues timely and takes appropriate.

Qualifications

A qualified candidate must possess:

    • Knowledge of a wide range of principles, concepts and techniques that govern physical fitness programs which includes knowledge of exercise science, strength conditioning, nutrition, weight loss/control, cardiovascular endurance, exercise requirements and projected results.
    • Knowledge of bio-mechanics, fitness testing and exercise prescription supplemented with a knowledge of proper procedures in the use of strength training equipment, nutrition, exercise, physical fitness programming and testing equipment.
    • Skill in planning and executing a comprehensive fitness, aquatics, and/or sports program that includes a variety of fitness and aquatics activities and individual and team sports.
    • Knowledge of anatomy, physiology, and kinesiology as related to exercise and physical fitness.
    • Knowledge of military physical fitness standards and testing procedures.
    • Knowledge of the physical and psychological factors that impact training, performance and recovery of individuals and team sports.
    • Ability to perform the full range of supervisory duties.
    • Knowledge of CNIC's EEO policy and procedures.
    • Knowledge of NAF and/or APF budgeting processes including ability to prepare budgets.
    • Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).
    • Knowledge of safety, fire and environmental regulations and procedures.
    • Ability to develop and effectively deliver presentations and/or training.
    • Skill in developing and adapting new methods, approaches and procedures for the most effective management of a fitness program.
    • Ability to communicate effectively both orally and in writing.
  1. SUPERVISORY CONTROLS
Works under direct supervision of the Recreation Director, Operations/Deputy MWR Director or MWR Director. The MWR Director (in conjunction with the region MWR Director) sets overall objectives and ensures resources are available. The incumbent, having developed expertise in fitness, wellness and nutrition, plans, implements, and administers all aspects of the program with considerable freedom except when highly controversial or unprecedented matters with far-reaching implications are involved. The incumbent keeps the supervisor informed of progress and potentially controversial matters. Completed and on-going work is reviewed only from an overall standpoint in terms of feasibility, compatibility with other work, or effectiveness in meeting requirements of expected results.
  1. GUIDELINES
Guidelines consist of basic DoD, DON, CNIC, and local policies, procedures and regulations; however, the size and diversity of the program, and the presence of unusual factors, create gaps in the applicability of these guidelines. The incumbent has considerable authority for using judgment in interpreting and adapting guidelines and the supervisor's instructions to the requirements of specific fitness activities. When necessary, the incumbent creates and recommends additions or amendments to guidelines as the result of evaluation of program results and the determination of specific needs for local command, as well as for installation wide fitness programs. The incumbent coordinates the development of guidelines for region wide Fitness Program policies and represents the installation/region to CNI C on issues and policy development for Navy-wide regulations and practices.
  1. COMPLEXITY
Work consists of many different and unrelated processes, methods and procedures relating to a comprehensive fitness program of this size and diversity, and must be carefully managed in the interest of efficiency and effectiveness of program plans, activities and results. Specifically, this position is responsible for overall planning of programs, management of funds, budget, supplies, equipment, facilities and revenue generating activities, and maintenance of all facilities and recreational areas within jurisdiction. Multiple-use areas require frequent study to assess the results of fitness activities involved and their impact. Long-range development projects must be continuously reviewed and, where necessary, redirected, expanded, or revised to promote maximum accomplishment of objectives and to meet changing needs and requirements. The participant population is within the small/medium, large category and the presence of one or more commands, general official and high ranking government officials further complicates the program.
  1. SCOPE AND EFFECT
This program has a direct impact on military retention, readiness, health, and welfare. The diversity, volume and variety of activities exceed a conventional basic program. On a daily basis, the work involves the

application of set standards to overall program planning and to the needs of specific fitness projects; evaluating program effectiveness against established criteria and participant interests and needs; and analyzing and finding solutions to program problems and questions. The work effects command and departmental activities and operations.
  1. PERSONAL CONTACTS
Contacts are with participants, including adults and youths; military and civilians base personnel; advisory committee members; volunteers; staff; professionals in the civilian community and national organizations; as well as individuals and organizations off-base. Additional contacts are with Echelon II and Navy Personnel Command fitness representatives, high level military and civilian managers on base, visiting dignitaries, counterparts in the Navy and other military services, sports staff members, military commanders, medical services personnel and other base organizations.
  1. PURPOSE OF CONTACTS
The purpose of contacts is to plan, implement, and administer the fitness program. Contacts are also for the purpose of promoting the cooperation and collaboration of local fitness, aquatics, and sports organizations and groups; arranging with the business community for supplies and services needed for the program; and to seek volunteers for special interest programs.
  1. PHYSICAL DEMANDS
Work is primarily sedentary in nature. The work may require physical exertion such as long periods of standing, walking, bending, crouching, stooping, stretching, reaching or similar activity, or lifting of heavy items up to 45lbs.
  1. WORK ENVIRONMENT
Work is usually performed in a normal office setting. Outdoor fitness activities may be conducted in a variety of settings from urban, to aquatic and wilderness areas. Incumbent may work with hazardous materials (e.g., lime, cleaning agents, gas, oils).
