This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to positions in the competitive service. Direct the planning, scheduling and the conduct of surveys and inspections of Safety and Occupational Health programs.
Conduct investigations to identify casual factors and recommend countermeasures to control or eliminate hazards.
Evaluate adequacy of Safety and Occupational Health programs to cope with operational factors.
Perform supervisory duties to include: Assign/monitor work; prepare schedules for completion of work; develop performance standards, evaluate performance; effect disciplinary actions, resolve complaints/grievances; and identify training needs.
Facilitate Safety and Occupational Health training for subordinate Safety professionals.
Monitor environmental parameters, and conduct inspections including recommendations for corrective action to prevent unsafe or unhealthy working conditions.
Provide oversight of programs related to the disposition and disposal of hazardous and toxic materials.
Evaluate technical aspects of design, development, testing and operation of Army materiel, equipment, and facilities to ensure compliance with Safety and Occupational Health programs.
Develop policy and plans for the Activity to carry out assigned Safety and Occupational Health program responsibilities.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
You may be expected to travel 10% Temporary Duty Travel (TDY) for business purposes.
Must be able to obtain and maintain appropriate security clearance for access to Depot Production Computer System.
Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
Requires within twelve months of hire, incumbent must complete the CP-12 level skills outlined in the 0018-job series Master Training Plan and be awarded the CP-12 Professional Certificate.
This CP-12 Professional Certificate certification requirement must be obtained and maintained within 12 months of employment. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Specialized Experience: One year of specialized experience which includes: 1) Conducting Safety and Occupational Health inspections and identifying hazards in industrial and maintenance operations; 2) Performing accident investigations and hazard analyses involving heavy equipment, munitions, injured employees, and hazardous materials; 3) Developing and delivering required Safety and Occupational Health program training and evaluating its effectiveness; AND 4) Coordinating Safety and Occupational Health actions with supervisors and support staff and recommending corrective measures to ensure Safety and Occupational Health program compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Education
