***THIS IS A TITLE 32 NATIONAL GUARD POSITION THAT REQUIRES MILITARY MEMBERSHIP***

This position is located in a National Guard JFHQ-State organization under the office of the Chief Information Officer(CIO/G6/J6). This is a National Guard Dual Status Technician position requiring military membership. Serves as project leader/supervisor responsible for developing, assigning, and coordinating duties and projects for systems administrators. Serves as the senior systems administrator responsible for planning, coordinating, modifying, implementing, and troubleshooting to support customer needs. The systems administered involve multiple hardware platforms running multiple operating systems in both physical and virtual configurations. The incumbent is accountable for the planning and coordinating the installation, testing, system security configuration and monitoring, operation, troubleshooting and maintenance of all server hardware and software. Work pertains to the administration of all systems including ensuring the efficient integration between systems as well as compatibility within the network infrastructure. The supervised team members are specifically assigned to multiple system platforms located throughout the state.

Provides executive leadership, guidance, and direction to ensure acquisition, development, and retention of a professional, highly capable workforce to accomplish assigned missions. Provides supervision in the daily operations for delivery of C4IM services.

Establishes performance standards and evaluates employee performance. Reviews and recommends approval of, candidates for promotions and recognition. Reviews and approves: work plans to be accomplished by subordinates; priorities and schedules for completion of work; sets broad objectives; monitors subordinate employees' performance in providing IT services; reviews accomplishments; and takes appropriate action of correction when deficiencies are noted.

Collaborates with other supervisors and managers within the directorate to negotiate, decide on, or coordinate work-related changes affecting them. Advises their supervisor with broader and higher responsibilities on problems involving the relationship of the work of the system administration teams to broader programs, and its impact on IT Services.

Resolves inquiries and problems concerning access, use, and availability of datacenter technologies. Develops and enhances automated systems to improve performance and efficiency. Provides technical assistance to current and potential users to minimize disruptions of computer operations.

  • Incumbent must complete appropriate training and obtain required certifications IAW DoDI 8140, DOD 8570.0lM or applicable governing document(s) for Cyber workforce as an IA Manager Level 3.
  • Position is designated as OM-ADM-001 within the Defense Cybersecurity Workforce as guided by NIST SP 800-181; National Initiative for Cybersecurity Education, Cybersecurity Workforce Framework.
  • All certifications are required within 6 month of employment.

MILITARY GRADE: E7-O3
Selectee(s) must be within the military grade(s) listed in this job announcement prior to the effective date of placement into the technician position to ensure to avoid grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO.

GENERAL EXPERIENCE:

All applicants must demonstrate experience that provided the competencies necessary to perform the work of the position. General experience for the GS-2210 Information Technology Management Series includes work that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of an IT Specialist (System Administration). Such experience must demonstrate:

- Attention to Detail - Thorough and conscientious when performing work, reviewing data, documenting configuration changes, and following established procedures to maintain system reliability and security.

- Customer Service - Working directly with clients, end-users, or organizations to assess needs, provide technical support, resolve system issues, explain IT requirements, and maintain positive working relationships.

- Oral Communication - Communicating technical information clearly and effectively to a variety of audiences, including users, management, and peers, whether explaining system capabilities, troubleshooting steps, or operational impacts.

- Problem Solving - Identifying issues, determining the accuracy and relevance of information, analyzing system data, evaluating alternatives, and making recommendations or decisions that improve system performance, security, or operations.

General experience may have been gained through IT support, system operations, network or workstation troubleshooting, installing or configuring software, assisting with system maintenance, or other similar duties that develop the competencies above.



SPECIALIZED EXPERIENCE:
42 months experiences working on information technology administrative classified systems, workstations, and servers using multiple operating systems. Experiences involved the installation and testing of the system security configuration, along with a range of competencies in monitoring, operating, troubleshooting and maintaining workstation and server hardware and software. Must have experiences as a technical expert and unit focal point for the configuration of hardware and software on a variety of IT systems with different hardware and operating systems. Skilled to identify and enforce command standards for hardware and software configurations. Skilled to develop, modify, and tests overall system backup and recovery strategies for assigned systems. Capable to configure work-station security parameters. Competent in troubleshooting and correcting software problems that included resolving conflicts between applications, hardware and/or device conflicts, and operating system faults. Skilled in detecting and removing computer viruses. Skilled in restoring critical data files; and in updating hardware and software architecture databases to reflect installations, turn-ins, and changes in reportable software. Experienced as a systems administrator with responsibilities that included planning, coordinating, modifying, implementing, and troubleshooting that met or exceeded customer needs. Knowledgeable on the administration of all systems, to include a myriad of associated hardware platforms, software applications and numerous interfaces included in the Local Area Network (LAN). Competent to perform security management work in accordance with AF, AFSPC, National Guard Bureau (NGB) and Air National Guard (ANG) regulations and policies. Competencies include the skills to implement local policies regarding system access, network rights, and physical access to systems and equipment. Knowledgeable on applications used to analyze, evaluate, and recommends hardware/software changes to various computer systems. Skilled to identify factors such as, compatibility with standard systems, conversion or implementation costs, compliance with DOD, AF, AFSPC, and ANG policies, and resulting impacts on existing equipment. Skilled in the ability to install, configure and test products and equipment. Experiences including the development of plans for the necessary acquisition of automation (hardware and software) requirements. Experienced in working within guidelines, standard operating procedures (SOPs), bulletins, and flyers for the operation and use of assigned C4 systems, services, and activities. Competent to analyze policies, regulations, and system provisions that govern standard operating systems and skilled to provide assistance and advisory services. Competent in performing the full-range of supervisory duties in regard to subordinates and managing personnel responsibilities. Skilled in advising, coaching, mentoring, and counseling employees to ensure understanding of the Air National Guard personnel programs, policies, to include senior management procedures and directives. Experienced in conducting interviews and selecting candidates for initial hires, reassignments, promotions, or formal details. Must have experiences and competence in regard to identifying Dual Status technician positions' Series qualification and/or certification requirements, training development, and compatible military skills. The supervisory experiences involved leading, planning, and scheduling program work in a manner that promoted smooth flow and even distribution of assigned work requirements.


QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
