Summary

This position is located in Division of Risk Management Supervision (RMS) and serves as a principal assistant and technical advisor and authority to the Director on Division matters and is responsible for providing direction and coordination across organizational lines as well as acting as a spokesperson for the Director.

The duty location is determined upon selection. The selectee will remain at their current duty location.

Duties

Help

At the full performance level, major duties include:

  • Perform the broadest and most significant managerial and technical assignments across all RMS activities, researching and suggesting solutions to supervision issues requiring the Director's personal attention.
  • Prepare directives, memoranda, briefings, speeches, presentations, and letters for the Director and support assignments in broad program areas that require top-level consideration.
  • Coordinate development of RMS programs with Corporation representatives; initiate, plan, and conduct highly complex studies to evaluate the desirability, budgets, and costs of existing and proposed plans, policies, organizations, and program objectives.
  • Develop new and innovative approaches to supervision activity to address changes, issues, and innovation in the financial industry.
  • Coordinate and manage integrated, cross-organizational projects within RMS; present recommended and alternative solutions to the Director and other senior FDIC officials; and represent the Director in top-level studies and projects.
  • Provide expert assistance and advice to the Director on technical, administrative, and bank supervision issues and procedures, and prepare memoranda/issuances stating the Division's position.
  • Initiate and complete confidential assignments of an explanatory or controversial nature that should not be assigned to lower-level staff.
  • Represent RMS on interagency policy issues and advise other financial regulatory agencies regarding Corporation policy.

Qualifications

Qualifying experience is credited from private and public sectors, including paid and unpaid service (e.g., Peace Corps, AmeriCorps). Volunteer service builds competencies that translate to paid work. You will receive credit for all qualifying experience. See OPM's General Schedule Qualification Standards for details.

CG-14: Applicants must complete one year of specialized experience equivalent to the CG-13 level or above in Federal service. Specialized experience is defined as:

  • Contributing in cross-organizational RMS projects and policy initiatives;
  • Analyzing plans and policies to assess feasibility and budget/cost impacts;
  • Assisting in the implementation of regulatory or supervisory policy; AND
  • Supporting the remediation of bank-supervision issues and presenting findings and recommendations to senior officials.
CG-15: Applicants must complete one year of specialized experience equivalent to the CG-14 level or above in Federal service. Specialized experience is defined as:
  • Coordinating cross-organizational RMS projects and policy initiatives under senior direction;
  • Analyzing plans and policies to assess feasibility and budget/cost impacts; drafting directives, memoranda, briefings, speeches, presentations, and correspondence for leadership review;
  • Developing or implementing regulatory or supervisory policy;
  • Supporting the remediation of bank- supervision issues, developing options, and presenting findings and recommendations to senior officials; AND
  • Participating in interagency policy discussions to convey FDIC positions.

In addition to the qualification requirements above, you must meet the following selective factor:
  • Applicants must be a commissioned examiner (Risk Management or equivalent).

Applicants must have met the qualification requirements including selective placement factors within 30 calendar days of the closing date.

Financial Institution Examiners must maintain the highest personal ethical standards as provided in Part 336 of the FDIC's Rules and Regulations, (Employee Responsibilities and Conduct). Financial Institution Examiners must comply with Section 3201.102 of Supplemental Standards of Ethical Conduct for FDIC Employees (5 CFR Part 3201), which, in part, prohibits them and their immediate families from accepting certain credit from State nonmember banks.

CMs selected for CG-level temporary assignments must sign a Memorandum of Understanding. For the duration of the assignment, pay will be set at the lower of a 10% reduction to base salary or the CG salary range maximum. Upon completion, employees return to their CM Positions of Record with base salary restored, including any CM pay adjustments applied during the assignment.

THIS IS A TEMPORARY ASSIGNMENT FOR NOT TO EXCEED 2 YEARS. Selectees who meet eligibility requirements will be given a temporary promotion; selectees already serving at the advertised grade on a permanent basis will be placed on a lateral detail. Management may end early or extend the assignment as needed. Temporary promotions cannot exceed five (5) years and may not be converted to permanent. Upon completion, the employee's basic pay will be restored to the rate held before the temporary promotion and increased to reflect any general pay adjustments received during the temporary promotion, provided the resulting rate does not exceed the applicable salary range maximum.

Return Rights: If the temporary assignment is not made permanent and lasts one year or less, the employee will return to a comparable position-same occupational series, grade, and duty location-in the same or successor Division/Office as the permanent position.

If the temporary assignment is not made permanent, is in a different Division/Office than the employee's permanent Division/Office, and lasts longer than one year (including extensions beyond an initial assignment of one year or less), the employee will not return to the permanent Position of Record. Instead, the employee will be placed in a permanent position that is comparable to the Position of Record (same grade and pay) in the Division/Office and duty location where the temporary assignment occurred.

Because extending a temporary promotion beyond one (1) year affects an employee's return rights to the original Division/Office and duty location, the employee must agree in advance to any extension beyond one year.

Change in Duty Location: If the temporary assignment is in a different duty location than the employee's duty location of record, and the assignment lasts more than one (1) year (including extensions beyond the initial appointment), the employee's duty location may be changed to the temporary duty location for the duration of the assignment.
