Serves as an expert systems engineer and subject matter expert responsible for total information systems engineering in the design, implementation, operation, integration, testing, securing, and sustainment of DODIN-A IT systems and network
Provides network/systems engineering planning, analysis, development, implementation, integration, sustainment, and management of assigned IT systems used to enable and secure Enterprise DODIN-A capabilities and services.
Serves as a technical expert to deploy new and/or modernized IT capability and services and ensure assigned IT platforms comply with higher authority policies, regulations, and guidelines.
Resolves difficult and controversial technical issues as related to the development, design, standardization, sustainment, securing, and integration of existing and new enterprise system/ and network capabilities.
Develops technical concept papers, test plans, installation plans, and system/network designs, and Risk Management Framework 2.0 artifacts
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Three year trial/probationary period may be required.
Temporary Duty (TDY) travel may be required up to 25% of the time.
Must be able to obtain and maintain a TOP SECRET security clearance with eligibility for access to Sensitive Compartmented Information (SCI).
Must successfully pass urinalysis screening for illegal drug use prior to appointment and periodically thereafter, in accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program.
This position is considered "Mission Essential." In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled.
Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.
In support of contingency operations, incumbent may be required to work overtime and shift work on short notice to include nights, holidays, and weekends.
Incumbent (or selectee) must meet the requirements of the DoD Cyberspace Workforce Qualification and Management Program. The incumbent (or selectee) must achieve the required qualifications within the timelines established by NETCOM Regulation 34-1.
Failure to meet these requirements may result in re-assignment to other duties, or release, consistent with applicable law.
Incumbent must maintain Level III, Privileged Access to all required IT networks.
In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level:
1) Foundational qualification requirements within 9 months, 2) Resident qualification requirements within 12 months, 3) 20hours of Continuous Professional Development (CPD) per work role code (which can overlap).

A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.
3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.
4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
a. Superior academic achievement at the baccalaureate level in an engineering program is qualifying for GS-7.
b. A combination of superior academic achievement and 1 year of appropriate professional experience is qualifying at GS-9.
c. Applicants with an engineering bachelor's degree who have appropriate experience as a technician equivalent to grade GS-5 or higher may have such experience credited for grade GS-7 only on a month-for-month basis up to a maximum of 12 months.
d. Successful completion of a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering is qualifying at GS-7. Completion of such a program and 1 year of appropriate professional experience is qualifying at grade GS-9.
