SUMMARY OF DUTIES: This position is responsible to budget, direct, plan, develop, articulate, implement, provide quality assurance, training and assistance for all aspects of Service member and Family Readiness Programs; and supervise and administer program services to National Guard Service members and their families beginning from the Recruit Sustainment Program through the entire military lifecycle. Enables the provision of, or referral to, services for service and family members of deployed military personnel regardless of service or component (Army, Marines, Air Force, etc.). Responsibilities are aligned at all levels of steady state, contingency and mobilization with operations geographically dispersed throughout the state to enable maximum program reach, support to Commanders and readiness impact.
MAJOR DUTIES:

  • Serve as TAG's State-level technical Subject Matter Expert, consultant and policy advisor on the full scope of military and family member readiness and well-being programs. Oversee and measure program effectiveness, adequacy of program capabilities and synchronization of Service Member and Family Readiness programs to OSD, Service, NGB policy and accreditation/certification standards.
  • Supervise, evaluates performance and directs the Readiness Support staff, including subordinate program team leads and direct the Support Services staff. Demonstrate authoritative discretion, provide direction, technical oversight, budget oversight, support, guidance, and assistance to enable programs that positively impact readiness and enhance the quality of life for members and families during steady state/peacetime and mobilization/deployment periods. Assign work to subordinates; technicians, State employees, Title 5 civilians, statutory volunteers, and AGR personnel to ensure full coverage of all work/life services and activities provided by the Readiness Support; provide individual and team development, and cross training. Ensure required initial and sustainment training for staff and volunteers is completed. Ensure subordinates are held accountable for actions taken and advice provided to customer.
  • Interpret, adapt and implement program and resource guidance, regulations, policies, and public law from higher headquarters (National Guard Bureau) and other sources (including DoD, Army and Air Force), tailoring guidance to specific and unique Readiness of the state/territory/DC within program requirements.
  • Serves on a variety of NGB, state-level and unit-level military and family readiness councils and community councils to keep informed on operations and/or to coordinate programs and requirements (e.g., Commander's Ready and Resilient Council). Develops the most effective and acceptable approaches and meets with program and activity managers and other stakeholders to gain their concurrence and support and to develop innovative joint programs and activities.

SPECIALIZED EXPERIENCE:

1 year specialized experience equivalent to at least the next lower grade level. Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.

CONDITIONS OF EMPLOYMENT & NOTES:

1. Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance.
2. The incumbent of this position description must have, at a minimum, a completed National Agency Check with Child Care Inquiries (CNACI) prior to position assignment.
3. Irregular and adjusted weekend work schedules hours may be required to support operational requirements or contingencies.
4. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
5. Obtain and maintain valid driver's license. The work may require the employee to drive a motor vehicle and if so, an appropriate valid driver's license is required.
6. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the National Guard, Director of Manpower and Personnel (NGB-J1).
** Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.

NOTES TO CANDIDATES:

g. i. Security requirements. A technician is subject to the personnel security requirements in accordance with State and NGB Publications. In addition prior to appointment, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law. Items checked include, education and fiscal accountability/responsibility. IAW 5 CFR 302.203, the following, among others, may be included as disqualifying reasons:
- Dismissal from employment for delinquency or misconduct;
- Criminal, infamous, dishonest, immoral, or notoriously disgraceful conduct;
- Intentional false statement or deception or fraud in examination or appointment;
- Habitual use of intoxicating beverages to excess;
- Reasonable doubt as to the loyalty of the person involved to the Government of the United States;
- Any legal or other disqualification which makes the individual unfit for service;
- Lack of United States Citizenship.
j. Training/Certification requirements. All applicants for a position with designated developmental training requirements must be informed in advance that failure to complete the required certifications/course(s) will be cause for removal from the position. An example of required developmental training is proponent course(s) at the National Guard Professional Education Center. The HRO will require the applicant to submit a written statement to the effect that they understand they must either satisfactorily complete the appropriate certification/course(s) or corrective action will be taken.
k. Medical/physical requirements IAW DoDI 6055.05-M, paragraph C1.3.3.1, all Federal Wage System (FWS) and identified General Schedule (GS) selectees, prior to appointment, will meet any medical standards or physical requirements designated for the position.
l. Eligible on this list will be given automatic consideration for position vacancies occurring during the six months period following the close of this announcement.
m. Cost of living allowances (COLA) vary from island to island. COLA is subject to change without notice.
n. May be eligible for Superior Qualification step increase based on initial appointee qualifications and special need of the agency.
