Duties

Help

  • Plans, organizes, and directs the activities of Force Development, ensuring that Occupational Competencies complies with legal and regulatory requirements and meets customer needs.
  • Exercises supervisory personnel management responsibilities to the limited number of military, civilian and contract staff in the AF Force Development Competency Division.
  • Represents AF Force Development and Competencies Division with HAF, MAJCOMs, Force Development Command, joint, industry, academia, international and interagency partners.
  • Conducts and/or leads studies and/or initiatives to improve competency development and competency based learning program(s) and/or influence policy changes for assigned functional areas that typically involve long range, highly complex, and often sensitive topics.
  • Supports and advises organizations and senior level governance structures and working groups to include, but not limited to, AF/A1, Air University (AU), Functional Managers (FM), the Force Development Panels/Developmental Education Boards, Force Development Council, and the Air Force Learning Committee.

  • Employee must stay current in competency-based theories and methods.
  • Employee must be able provide comprehensive program consultation and expertise on the complete spectrum for a complex Air Force wide program(s) and Competency Model development and operationalization methods.
  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment, the employee is to refrain from use of illegal drugs and if requested,
  • submit to urinalysis testing. The employee must sign a statement acknowledging the position occupied is a Testing Designated Position. The employee is subject to random testing for drug use.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1750, Instructional Systems Series.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: : A Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must include study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology; (2) Instructional design practices (3) Educational evaluation (4) Instructional product development, OR (5) Computers in education and training. Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary. For such positions, agencies may require course work in the applicable functional area(s) as part of the above-required 24 semester hours. NOTE: You must submit a copy of your transcripts.
AND

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes Develop goals and objectives that integrate organization and AF Force Development Occupational Competencies' objectives; Research, interpret, analyze and apply masters and doctorate level educational theories and strategies, AF Doctrine, AFI36 2640, AFH36-2647, and other AF and Joint guidance; execute policies and procedures for accomplishment of AF Force Development and AF Competency Models; provide counsel to employees regarding policies, procedures, and directives of management; develop, and maintain effective working relationships with HAF/A1, AF Functional Authorities, AF Career Field Managers, MAJCOM Functional, Force Development Commander, AETC Directorates, NAFs, MAJCOMs, Air Force Reserve Command, and Air National Guard; Provide strategic planning and technical guidance as well as seasoned consultative advisory services throughout the AF; prepare or oversees preparation of instructions, manuals, and other materials designed to improve effectiveness of operations and learning programs; develop, compile, and analyze reports and charts for management identifying current status, potential deficiencies, and problems or trends; serve as project lead responsible for the evaluation of the effectiveness and efficiency of major military and civilian Training, Education, and Professional Development program operations throughout the Air Force.


FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Broad knowledge of both academic and military cultures and specifically the Air Force, AETC, MAJCOMs, joint, industry, civilian academia, international and interagency partners missions to assure AF Force Development Competency programs prepare individuals to operate at all levels and serve the diverse needs of the Air Force.
2. Expert level knowledge academic/educational concepts and procedural knowledge of competency based education standards and best practices learning programs that govern, interface with, and/or influence education, training, instructional systems management, and other Force Development programs.
3. Skill in evaluating and authoring AF Force Development policy and engineering processes and procedures to support program administration and ensure compliance with higher headquarters directives and a demonstrated skill in teaching and scholarly research and a broad knowledge of educational institutional effectiveness, accreditation, educational research/inquiry, and academic program outcomes processes and procedures.
4. Professional knowledge of the Instructional System Development (ISD) techniques to analyze, design, develop, implement, and evaluate AF training programs and processes and the ability to apply learning theory to specify objectives, design training strategies, and evaluate training effectiveness and efficiency.
5. Knowledge of safety, security, personnel management, EEO regulations, practices, and procedures. Ability to effectively communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management.
6. Create and maintain strong working relationships within the Force Development Command Directorates, HAF key personnel, MAJCOMS, Joint partners, Industry partners, academia, international and interagency partners to promote the key tenents of Force Development and Competency based force development programs.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
