This position is located at the Clement J. Zablocki VA Medical Center, Milwaukee, Wisconsin, in the Medical Information Systems Division, Community Care Program. The Milwaukee VA Medical Center is a level 1A facility with a Community Care budget of over $249 million. Over 60,000 community care consults are placed annually at VA expense. Incumbent serves as the Supervisory Medical Administrative Program Specialist with direct accountability to the Deputy Program Manager, Community Care. As a member of higher-level management, the incumbent is responsible for a wide variety of functions related to Community Care; these include financial analysis, programmatic oversight of Community Care, provider contract development, information management, and support in strategic planning efforts. The Supervisory Medical Administrative Program Specialist serves as the immediate supervisor of Program Support Assistants and Lead Program Support assistants assigned to Community Care.

DUTIES:

  • Works under the general supervision of the Deputy Program Manager, Community Care, Medical Information Systems Division, and works directly with the Office of the Chief of Staff and the Director's office, and Clinical Divisions as needed.
  • Primary resource to these offices for projects related to Community Care and is also expected to work on other related projects whenever appropriate.
  • Responsibilities include fact-finding and analysis of data (eligibility, financial, cost, etc.) and preparation of responses to managerial problems assigned to the incumbent for review
  • Identifies areas of concern independently, as a result of thorough analyses, and presents these to management with recommendations for resolution.
  • Responsible for the day-to-day operations of the medical administration management functions associated with Community Care, providing direction and oversight to the parties involved with its functionality.
  • Works with the Deputy Program Manager, Community Care, Medical Information Systems Division to ensure appropriate expenditure of Community Care resources.
  • Responsible for developing and maintaining Community Care provider contracts/VCA, including meeting with potential providers, supporting contract creation, and determining services and payment structures.
  • Services existing contracts; including ongoing cost/benefit analysis of contracts/negotiated agreements, managing extensive information systems, and researching alternatives leading to medical center financial savings.
  • Develops and maintains new and existing sources of information to monitor Community Care expenditures, projections, and budgets, including updates.
  • Develops special projects and reports which encompass areas related to identifying potential and/or immediate cost savings for the Medical Center, budget analysis, projecting and forecasting, operational and staffing analyses, contracting, and provider relations.
  • Reviews the accuracy and adequacy of current managerial reports.
  • Assists in the development of improved automated, computerized managerial reports and reporting techniques.
  • Responsible for providing a liaison role for the clinical services, as those services relate to the administration of Community Care money, development of provider contracts/agreements, and physician/provider relations.
  • The incumbent is flexible in the position insofar as his/her ability to handle project requests at all levels of the Medical Center. Additional projects are handled as assigned by the Office of the Chief of Staff, Director's Office, and Division Manager, Medical Information Systems.

Work Schedule: Monday - Friday: 7:30am to 4:00pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/02/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-11 GRADE REQUIREMENTS

Specialized Experience:
Must possess one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes, but is not limited to: Experience in analytical, financial, statistical, and quantitative problem solving and analysis. Working with mathematical procedures, quantitative, statistical and analytical methodologies and understanding of accounting procedures and principles. Possessing extensive knowledge of financial analysis techniques including budget projection, algorithms and forecasting models, manage staffing and manpower utilization, generate useful reports and/or studies to support and project cost and financial data for senior level management. Proficient in the use of a personal computer and computer systems, knowledge and familiarity with Word Processing, Spreadsheets, and Database Package. Possessing knowledge of laws and regulation pertaining to Fee Policy.

GS-11 Substitution of Education for Experience:
Must have Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such degree or LL.M, if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED)

GS-11 Combining Education and Experience: Must possess a combination of specialized experience and graduate education as described above. (TRANSCRIPTS REQUIRED)

Physical Requirements: The work involves considerable walking, standing and bending in searching various files. There is occasional lifting and carrying of such items as record boxes and bulky files.
