Duties

Help

The Director is responsible for the comprehensive development and execution of the Department of the Air Force (DAF) Enterprise Modeling & Simulation (M&S) strategy. The incumbent will review and update the M&S strategy for an enterprise-wide ecosystem while overseeing policy, defining key roles, and managing DAF participation in M&S forums and publications. The Director will develop and manage policy to create a formal M&S Certification process. This duty ensures that M&S-related systems, devices, and programs are compliant with established policies and that development efforts leverage existing products and standards. This is a critical mechanism for enforcing best practices and architectural principles in collaboration with the DAF M&S Steering Committee.

The Director monitors, analyzes, and manages current and planned M&S investments across the DAF to identify opportunities for increased capability, return-on-investment, and mission effectiveness. The Director will assess M&S lifecycle costs and value, while also monitoring global M&S technology trends and best practices within the DoW to inform + SecAF about Modeling and Simulation Investments.

  • Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.
  • Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
  • Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
  • An initial SES career appointment becomes final only after the individual successfully completes a 1-year probationary period.
  • Attendance to the Air Force's Senior Leader Orientation Course (SLOC) is generally required within 12 months of appointment, subject to course availability.
  • Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.
  • Applicants in receipt of an annuity based on civilian employment in the Federal Service are subject to the DoD Policy on The Employment of Annuitants.
  • Within the Department of War (DoW), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

Qualifications

Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.

A. MINIMUM QUALIFICATIONS:

0801 Series:
1. Education Requirement:

a. Degree: Engineering. To be acceptable, the program must:
(1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or
(2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:(a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished
(1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and
(2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

1515 Series
Education Requirement:

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

1560 Series
Degree Requirement:

  1. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

    or

  2. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.


In accordance with new OPM requirements to streamline Senior Executive Service (SES) hiring, applicants are no longer required to submit lengthy narrative essays, including those for Executive Core Qualifications (ECQs) or Mandatory Technical Qualifications (TQs), when applying. Instead, the initial application will be resume-only, capped at two pages. This change streamlines the application process and more closely aligns with private industry practices. Applicants identified for potential selection will have their ECQs assessed by undergoing a structured interview with the Office of Personnel Management (OPM) Qualifications Review Board (QRB).

To meet the minimum qualification requirements for this position, you must show that you possess the education, Technical Qualifications (TQ), and Executive Core Qualifications (ECQ) related to this position within your resume (not to exceed 2 pages). TECHNICAL QUALIFICATIONS (TQs):
Your resume should demonstrate accomplishments that satisfy the technical qualifications.

TQ1: Models and Simulations for Analysis: Demonstrated executive-level ability to direct and lead teams in the construction of models and simulations necessary to support operational analysis and data analysis. Knowledge of the larger analysis enterprise supporting the DAF analytic enterprise including government, FFRDCs, industry, and academia. Demonstrated knowledge of the simulations used to produce analytical insights and the use of data analytics in support of analytical work. Understanding of how those modeling and simulation tools may be used to support adjacent efforts in test and training.

TQ2: Technology to Support the Analytic Enterprise: Demonstrated executive-level understanding of the cloud, networking, and compute capabilities available today and emerging in the future needed to enable the DAF analytic enterprise. The familiarity and comfort level needed with emerging artificial intelligence capabilities to guide how those will be used to transform the way analysis will be done in the future.

Education

EXECUTIVE CORE QUALIFICATIONS (ECQs): All new appointees to the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the five mandatory ECQs:

ECQ 1. Commitment to the Rule of Law and the Principles of the American Founding: Demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

ECQ 2. Driving Efficiency: Demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

ECQ 3. Merit and Competence: Demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality.

ECQ 4. Leading People: Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

ECQ 5. Achieving Results: Demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.


In addition, DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required--this information should be embedded within the application package [Resume (not to exceed 2 pages).

Education: A professional engineering, statistical analysis, computer science, scientific, or analytic bachelor's level degree from an ABET accredited institution is preferred. An advanced engineering, statistical analysis, computer science, scientific, or analytic degree, such as a master's or a PhD, is highly desired.

This authority allows us to appoint qualified individuals to initial career appointments into the Senior Executive Service of the DoD without regard to 5 U.S.C. 3393(c).

A career SES appointment made under this authority does not guarantee that you will be eligible to transfer to another career SES appointment outside of the DoD without the need for you to compete. Other Federal agencies may require you to submit ECQs to OPM's QRB prior to your appointment in that agency.

Applications will be evaluated against the qualification's requirements. Failure to meet the Mandatory Technical Qualifications standards will eliminate a candidate from further consideration. Candidates will be evaluated for this position by a screening panel composed of senior executives and/or general officers selected for organizational and/or functional backgrounds relevant to this position. The panel discusses each application and reaches consensus on the resume packages demonstrating a high degree of the executive core qualifications and technical competencies. Only those applicants whose packages demonstrate a mastery of ECQs and technical competencies are selected for interviews. Post interview, the panel will then make a recommendation of those Best Qualified candidates who should be referred to the selecting official, in priority order. Final selection is contingent upon the Air Force Executive Resources Board and the Under Secretary of the Air Force.
