Duties

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Assesses the financial impact of management decisions on both accounting and budget programs. Serves
    as a technical expert in assigned programs and provides technical advice to the financial operations staff
    and to components in the organization serviced.
  • Reviews complex accounting documents and transactions for completeness, accuracy, and compliance
    with IRS, Treasury, GAO and GSA regulations; processes transactions related to these accounting
    documents, computing changes to the automated financial system and determining whether transactions
    are legitimate and authorized; and codes or verifies coding of such documents to assure proper accounting
    classification.
  • Devises and implements internal controls which are flexible for managing allocated funds status. Devises
    cost effective systems to gather, analyze, and present data needed for integrated financial and program
    information so that the manager may make necessary financial and program decisions that affect
    operations in the organization serviced.
  • Develops local policies and procedures on Service-wide financial regulations to ensure compliance with
    federal appropriation laws, and with IRS and overall Government policies and principles.
  • Performs researches and provides detailed analyses of expenditures and financial status on a regular basis,
    as well as special studies on an as-needed basis.
    Performs periodic reviews of transactions or processes, as assigned by the manager.

Qualifications

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below:

SPECIALIZED EXPERIENCE/EDUCATION GS-07: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service.
Specialized experience for this position includes:

  • Experience applying an understanding of cross-functional programs and their interrelationship with assigned program to conduct simple reviews and studies/projects.
  • Experience assisting higher graded specialist in the use of analytical and evaluative methods in order to assess and measure program operations effectiveness.
  • Experience assisting in the use of technical methods and practices such as program analysis, process analysis, management reporting procedures and available system capabilities in order to carry out limited projects and to develop simple management information reports.
  • Experience recognizing tax issues that impact assigned programs and drawing valid conclusions.
  • Experience using oral and written communications to exchange information, prepare reports, explain program differences, and recommend improvements and/or corrective actions.
OR
EDUCATION: You may qualify based on education as follows:
One (1) year of graduate level education at an accredited college or university in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work.
OR
Superior Academic Achievement (SAA) may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.
OR
COMBINATION OF EDUCATION AND EXPERIENCE: A combination of qualifying graduate education and experience equivalent to the amount required.

SPECIALIZED EXPERIENCE/EDUCATION GS-09: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service.
Specialized experience for this position includes:
  • Experience applying Internal Revenue Service (IRS) functions, programs, policies, regulations, procedures, and operations to evaluate program plans and determine impact of changes on program goals.
  • Experience working with cross-functional programs and their interrelationship with assigned programs to conduct pre-selected reviews and studies/projects.
  • Experience using analytical and evaluative methods to assess and measure program operations effectiveness, identify gaps, consolidate findings, and recommend alternatives.
  • Experience using technical methods and practices such as program analysis, process analysis, management reporting procedures and available system capabilities to resolve operating problems and provide statistical data or other management information reports.
  • Experience recognizing financial issues that impact assigned programs and making recommendations.
  • Experience using oral and written communication skills to exchange information, prepare reports, explain program differences, and recommend improvements and/or corrective actions.

EDUCATION: You may qualify based on education as follows:
A master's or equivalent graduate degree in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work.
OR
Two (2) full years of progressively higher-level graduate education leading to a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work.
OR
LL.B. or J.D., if related.
OR
COMBINATION OF EDUCATION AND EXPERIENCE: A combination of qualifying graduate education and experience equivalent to the amount required.

  • TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.   • TIME IN GRADE (TIG): For positions above the GS-05,applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-05, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03 or 04 positions.
