Duties

Help

  • Plans, organizes, coordinates, and implements a developmentally appropriate and diverse, educational recreational, fitness and leisure year-round teen program that promotes physical, social, emotional, and cognitive development and fosters achievement, leadership, and recognition of teenage youth.
  • Monitors day-to-day operations of the Teen Program. Evaluates the effectiveness of on-going teen programs, services and activities, and makes recommendations to the Youth Programs Director on policy and procedural changes to effect continual improvements wherever possible.
  • Administers Teen Program resources. Provides input and recommendations to the annual appropriated fund (APF)and non appropriated fund (NAF) budgets for projected resource requirements.
  • Provides a safe and healthy environment for teens and staff.
  • Assists in developing marketing strategies to promote and publicize the Teen program and increase awareness and participation.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • Must be able to obtain and maintain current certification in first aid and CPR.
  • The employee must meet and maintain training requirements as outlined in applicable DOD and AF regulations.
  • The work may require the employee to drive a motor vehicle. An appropriate, valid driver's license may be required for the position; e.g., regularly drive passengers on tours or field trips.
  • May be subject to physical examination and immunizations IAW governing AFI's and local policy requirements.
  • May be required to work an uncommon tour of duty.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • This position requires a pre-employment physical/medical examination.

CONTINUATION OF CONDITIONS OF EMPLOYMENT....

  • This position has been identified as having "regular contact with children". In accordance with (IAW) Public Law101- 647 Section 231, Public Law 102-190, Section 1094, and DoD Instruction 1402.05, background checks are required. DD Form 2981 Basic Criminal History and Statement of Admission, Installation Records Check, FBI fingerprint, and Tier 1 with a State Criminal History Repository (SCHR) check will be completed on any person selected for this position. Renewal every five years of the Installation Records, FBI Fingerprint and SCHR is required with annual review of DD Form 2981.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-0188-07 series.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience include: Knowledge of youth/teen development theory, methodology, policy, practices and procedures relating to physical, intellectual, social, and emotional development. Skill in preparing budgets, program evaluations, and facility administration; managing financial and physical resources of teen programs; and in effectively organizing and utilizing available resources within the program framework. Ability to implement policies, practices, and procedures in youth/teen programs and safety management. Knowledge of the procedures and ability to recruit, screen and train volunteers to support the teen activities. Ability to communicate effectively, both orally and in writing. Ability to develop and maintain good working relationships and be an effective leader for other staff and volunteers.

EDUCATION:
Applicant must have completed one full academic year of graduate-level education in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as General Recreation, Outdoor Recreation, Recreation and Parks Leadership, Wild Land Recreation Management, Natural Resources Recreation, Youth Recreation, Public Urban or Community Recreation, Special Populations Recreation or Physical Education. NOTE: YOU MUST ATTACH A COPY OF YOUR TRANSCRIPT.

COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit copies of your transcripts with your application.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of youth/teen development theory, methodology, policy, practices and procedures relating to physical, intellectual, social, and emotional development.
  2. Knowledge of requirements involved in the qualifications and suitability of adults to work with youth.
  3. Skill in preparing budgets, program evaluations, and facility administration; managing financial and physical resources of teen programs; and in effectively organizing and utilizing available resources within the program framework.
  4. Ability to communicate effectively, both orally and in writing.
  5. Ability to implement policies, practices, and procedures in youth/teen programs and safety management.
  6. Ability to develop and maintain good working relationships and be an effective leader for other staff and volunteers.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
