Duties

Help
  • Monitoring commercial cargo movements using the DLA Pipeline Asset Tool.
  • Monitoring carrier performance and documentation and shipment movement problems.
  • Executing transit certificates, collating documents, conducting reconciliations, processing declarations, and preparing audit readiness.
  • Reconciling of requests for import and transit of DoD goods for U.S. uniformed forces into the Customs Territory of the USEUCOM, USAFRICOM, and USCENTCOM theaters of operation.
  • Providing technical guidance to DLA Troop Support Europe and Africa, prime vendors, shippers, and other government agencies.
  • Coordinating and arranging delivery schedules with commercial logistic providers to perform international shipping, courier, or parcel services
  • Overseeing special issuances (passports, visa, etc.), diplomatic clearances, medical, Aircraft and Personnel Automated Clearance System (APACS) requirements.
  • Acting as the Safety liaison in coordination with the Safety and Occupational Health program manager

Qualifications

To qualify for a Transportation Assistant (Customs) your resume and supporting documentation must support:

A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-07 level, specialized experience must be at the GS-05 grade level or equivalent under other pay systems in the Federal Service, military or private sector. For all other applicants, to qualify for the GS-07 grade level, specialized experience must be at the GS-06 grade level or equivalent in the military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any otherregulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

GS-05- Documenting and collecting data related to procedures, processes, regulations, and automated systems tools for customs transportation operations.- Using desktop/workstation computers and commercially available office software to track and record data, prepare reports, and write procedures/training guides relating to customs transportation.- Communicating well verbally and in writing.

GS-06- Applying transportation rules, regulations, policies, methods, procedures, and practices to support efficient customs documentation for cargo movement.- Documenting and collecting data related to procedures, processes, regulations, and automated systemstools for customs transportation operations.- Using desktop/workstation computers and commercially available office software to track and record data, prepare reports, and write procedures/training guides relating to customs transportation.- Communicating well verbally and in writing.- Assisting with validating and reconciling customs records.

B. Education Substitution: As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: The work is primarily sedentary in nature but may require some work in warehouse operational areas. On occasion employee may be required to conduct research involving searching in hard copy documentation or physical checks of material moving through the shipping processes. Lifting up to 20 pounds may be required. Stooping, standing, and reaching may be required.

Work Environment: Work is performed in office environment subject to the everyday risks associated with such a setting. Visits to other related work areas, ports or warehouses may be required to observe or study processes affecting internal shipping applications or methods. Incumbent may be required to conduct occasional TDY, and other duties assigned.

If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.

If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for early intervention services (EIS) will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.

Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Drug-Free Workplace Policy
The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing.

Applicants tentatively selected for employment in testing designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test. Employees in drug testing designated positions are subject to random drug testing.

The DLA drug testing panel tests for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, norfentanyl, methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), and opioids.
