Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. It is anticipated that you will work approximately 25 pay periods, and you will be in a non-pay status for the remainder of the year from mid-December to the end of December, however funding may dictate a longer period in non-pay status. You are only guaranteed 13 pay periods.

Salary Range Per Annum: $54,370-$70,682 Salary Table 2026-POR Incorporating the 1% General Schedule Increase and a Locality Payment of 26.13% For the Locality Pay Area of Portland-Vancouver-Salem, OR-WA. First time hires to the Federal government normally start at the step 1 rate.

Some of the major duties you will perform include but are not limited to the following:

  • Receives inquiries on Special Use Permits, permit conditions, and short-term lease information on the phone, in print, in email and in person.
  • Communicates information, writes permits using standardized and specialized permit conditions, and oversees cost recovery charges for routine requests such as ceremony, large picnics, small athletic events, small film and photo shoots, and small first amendment permits.
  • Negotiates terms and conditions of permits with permittees, within established parameters.
  • Consults with the Business and Administration Manager (GS-12) on new and complex permits.
  • Refers the most complex permit requests to the Business and Administration Manager.
  • Takes the lead on smaller to mid-range permits and can assist with more complex permits.
  • Drafts permits and leases from low to mid complexity in accordance with established laws and regulations.
  • Maintains administrative records related to Park Special Use Program.

  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • You may be required to travel overnight away from home on occasional basis. You must obtain a government charge card for travel purposes.
  • You are required to complete training, obtain and maintain a government credit card with travel and purchase authority.

All qualifications must be met by the closing date of this announcement - 10/02/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F.

For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

To qualify for this position at the GS-07 grade level, you must possess the following minimum qualifications by close of the announcement:

Experience: To qualify, you must possess at least one full year of specialized experience comparable in scope and responsibility to the GS-06 level in the federal service, obtained in either the public or private sectors. Specialized experience includes providing services to address the needs of a Park Special Use program or similar; and performing technical tasks related to the field, such as public lands permitting, researching and advising on applicable policy, customer service, partner collaboration, and applying strong written and oral communication skills.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands/Work Environment: Work requires physical labor on an almost weekly basis. Event management requires the ability to lift up to 30 pounds repeatedly for as long as half a day while loading or unloading barricades into or out of trucks. Field work includes traffic control or event set-up may also require extensive standing or walking, for up to 4 hours at a time. Office work is sedentary with normal walking, sitting, and bending.

Incumbent is expected to spend approximately 30% of their work time in the field. Event management requires outdoor work, often in inclement weather during extremely hot and sunny conditions, with occasional work in cold, windy, or rainy conditions. The event environment includes crowds, noise, dust, and automobile exhaust. Traffic control requires long periods of standing still on roads outdoors while dealing diplomatically with angry and impatient motorists.
