The incumbent functions as Energy Manager for at least one VAHCS comprised of one or more VA owned VA Medical Centers (VAMCs), Healthcare Centers (HCCs), Outpatient Clinics (OPCs) and smaller miscellaneous facilities as well as leased spaces including VA Clinics (formerly Community Based Outpatient Clinics warehouses and administrative offices operated by the VAHCS. The Energy Manager will work in a collaborative effort with other Energy Managers within their VISN toward accomplishing VISN-wide and VHA energy goals. The incumbent works closely with the VISN Energy Manager and VISN Capital Assets Manager/Deputy Capital Assets Manager providing technical support. The incumbent provides technical and program support for the energy conservation programs at local National Cemetery Administration (NCA), Veteran Benefit Administration (VBA), Vet Centers (Readjustment Counseling), and Joint Department of Defense (DOD)NA sites. Will have the ability to serve on VISN, National Committees or Task Forces.
The incumbent will conduct condition assessments for HVAC, lighting, electrical distribution, building envelope, steam and chilled water generation systems, domestic hot water, and other energy and water utilities within the VISN. He/she must be proficient in the use of energy survey equipment. Should be familiar with computer-based building automation and energy management systems. Provides associated audit reports directly to VAHCS Leadership, VISN Energy Manager, VISN CAM or VHA Energy Program Director and/or other Senior-Level VACO staff. Work is to be performed at least 25% of the time for the VISN.
Must have experience in Energy Savings Performance Contracting (ESPC) or have attended ESPC training conducted by the Department of Energy or the Association of Energy Engineers in support of the implementation of programs mandated by Federal law and executive order. Responsible for creating pilot programs (new technology and procedures); developing local standards to minimize energy and water waste, managing VAHCS commodity acquisition (electricity, natural gas, etc.) and evaluating/managing VAHCS Utility Energy Saving Contracts (UESCs). Manages and supports the VISNs' ESPCs and UESCs in collaboration with the National Energy Business Center (NEBC). Position oversees, provides guidance, and assists VISN activities of designated projects with energy savings companies to ensure goals or objectives of the project are accomplished within prescribed time frames and funding parameters. Sets goals of cost reduction, energy reduction and productivity improvement to align with Federal and VA-wide initiatives and goals.
Also responsible to ensure energy aspects of sustainability in facility construction projects, its operation and maintenance.
The incumbent leads the development, manages and supports the Medical Center's and VISN's Energy Savings Performance Contracts (ESPC) or Utility Energy Services Contracts (UESC). These projects have construction costs between $100,000 to $50 million in aggregate. They plan, direct, and coordinate activities of designated projects. The incumbent serves as the delegated Contracting Officer Representative (COR) for ESPC/UESC projects. The primary COR, leads other VAHCS project engineers in their delegated supporting roles as technical monitors for ESPC/UESC contracts. In regionalized support, as a subject matter expert, they may be required to develop, manage, and/or support other VAHCS within the VISN on their ESPC or UESC efforts, or manage a multi-site ESPC or UESC.
Implements energy conservation initiatives and prepares project submission documents for cost effective energy conservation retrofit projects. Prepare and monitor utility budgets, advising management of potential budget shortfalls and other factors that may influence the energy budget.

Work Schedule: Monday - Friday, 7:30a.m.-4:00p.m.
Pay: Competitive salary and regular salary increases
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. Healthcare Engineer candidates must be proficient in spoken and written English in accordance with 38 U.S.C. 7403(f).
  • Education. Bachelor's degree or higher in Engineering or Architecture. To be acceptable, the curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology, Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering, Architecture and Architectural Engineering. Titles may vary from educational institutions and change over time;
  • OR
  • Evidence of passing the Fundamentals of Engineering Examination with a bachelor's degree. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score;
  • OR
  • Evidence of current professional registration or licensure as a Professional Engineer or Architect. Evidence of current professional registration or licensure can be from any State, the District of Columbia, Guam or Puerto Rico. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grandfathering Provision. All individuals employed in VHA in this occupational series or in another occupational series performing the duties as described in the qualification standard on the effective date of this qualification standard, are considered to have met all the qualification requirements for the grade held including positive education that is part of the basic requirements of the occupation.
(1) Employees may be reassigned, promoted up to and including the full performance (journey) level or changed to lower grade within the occupation, but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions.
(2) Employees in an occupation that requires a licensure/certification/registration only at higher grade levels must meet the licensure/certification/registration requirement before they can be promoted to those higher grade levels.
(3) Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis until they fully meet the basic requirements of the standard.
(4) Employees who are converted to title 38 hybrid status under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.
(5) Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/registration that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations:
Healthcare Engineer, GS-13.
(1) Experience. One year of experience equivalent to the next lower grade.
(2) Knowledge, Skills and Abilities (KSAs).In addition to meeting the experience requirements for this grade level, the candidate must fully demonstrate the following KSAs:
(a) Knowledge of current and evolving concepts and principles of general engineering to resolve novel or obscure problems; extend and modify techniques; develop new approaches that guide other engineers who solve a variety of technical problems; and/or apply new, innovative or experimental advanced engineering theories, developments or practices.
(b) Skill in construction, capital planning and multiple healthcare system portfolio management inclusive of budget development and tracking.
(c) Skill to collaborate with persons having different viewpoints, goals or objectives to achieve a common understanding of the problem and a satisfactory solution by justifying, defending, negotiating or settling controversial and far-reaching matters through active participation in conferences, meetings or presentations.
(d) Ability to interpret broad guidelines and exercise considerable judgment and ingenuity in interpreting and adapting existing guides, developing new and improved hypotheses, concepts or approaches to previously tested or reported and/or in developing new policies that advance the organization.
(e) Ability to coordinate and interact with regional facilities, national and corresponding staff for the implementation and coordination of policies and program plans to apply prioritization methodologies that align facilities' capital asset requests and develop infrastructure options that result in the efficacious use of regional level capital strategic plans.
(f) Ability to adapt and apply trends in healthcare delivery systems that impact long-term capital assets (such as aging equipment and physical plants) for regionally integrated healthcare systems.
(g) Ability to consult and collaborate with all organizational levels in a national healthcare organization, outside organizations and businesses regarding both strategic and financial activities of a regional healthcare organization.
(h) Ability to implement and/or sustain a capital asset and construction program that meets healthcare facility related standards, codes, policies and regulations inclusive of state and local codes.

The full performance level of this vacancy is GS-13.

Physical Requirements: The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, boiler rooms, mechanical rooms and facility maintenance shop areas. The work area is adequately lighted, heated, and ventilated. The incumbent must also work outdoors in all types of weather. There may be occasional exposure to moderate risks or discomforts in accessing boiler plants, chiller plants, cooling towers, roofs, Mechanical Rooms, basements, pipe chases and sub-basement crawl spaces. The work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, climbing ladders, stooping, kneeling, and carrying light items such as manuals, drawing rolls, briefcases, test and balancing equipment, or driving or traveling by motor vehicle.
