Duties

Help
  • Provide emergency services to the public by answering emergency 911 calls and responding with appropriate personnel and equipment.
  • Provide initial incident command support until responding emergency units arrive on scene.
  • Responsible for caller interrogation to determine the problem and the nature of the call.
  • Identify nature of emergency, level of response required based on local protocols, and provide any additional information to the responding units.
  • Transfer caller to proper agency as determined or dispatches a variety of emergency equipment to include police, fire, ambulance, rescue or hazardous materials units.
  • Maintain an accurate status of all emergency response equipment and personnel to ensure prompt and accurate response.
  • Operate Computer Aided Dispatching (CAD) system, telephones, radios, and station alert systems.
  • Provide emergency medical dispatching assistance to callers with medical emergencies.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position is subject to shift work. Incumbent is required to work an alternate work schedule, requiring an uncommon tour of duty (including nights, weekends and holidays) and must wear a uniform.
  • Employee is required to work (mission essential) regardless of weather conditions, Terrorist Force Protection Condition (TFPCON) or installation closure and to report to duty station at the regularly scheduled time.
  • Incumbent will be performing duties in a highly stressful, restricted office environment.
  • Employee is required to obtain and maintain certification in CPR, Emergency Medical Dispatch (EMD), DoD Hazardous Materials Awareness and Alaska State Police Information Network.
  • Incumbent is required to obtain and maintain DoD Telecommunicator I and II. Continuous current certification is a condition of employment. The incumbent is responsible for attaining continuing dispatch education.
  • Employee is responsible for attaining continuing dispatch and Intrusion Detection education requirements through in-service training.
  • Employee must maintain an overall compliance score of 90 percent, or better, as reviewed by the Advanced Quality Assurance (AQUA) software.
  • Employee must obtain and maintain a valid state of Alaska driver's license.
  • Incumbent must obtain and maintain clearance certification with the Alaska Public Safety Information Network (APSIN), Public Safety Commission, for access and exposure to law enforcement sensitive information terminals when applicable.
  • Employee is required to report for duty during inclement weather, Natural Disasters, and other emergency situations as directed by the Commander.
  • Employee and may be required to remain on duty after the official shift ends, i.e., mandatory overtime; subject to recall to duty.
  • Incumbent must maintain a functioning telephone to aid in contact during recall/emergency situations.
  • This is a drug testing designated position (TDP) under the Department of the Army Drug-Free Federal Workplace Program in accordance with AR 600-85.
  • Those individuals not currently occupying a drug testing designated position (TDP) position must successfully complete a pre-appointment drug test prior to being placed into this position and periodically thereafter.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Minimum Qualifications - GS-05
Specialized Experience:
One year of specialized experience which includes operating emergency dispatching or communications equipment to assist with dispatching public service assistance such as police, fire, or medical services. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

OR

Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.

Minimum Qualifications - GS-06

Specialized Experience: One year of specialized experience which includes 1) Assisting with answering/assessing 911 emergency calls to determine appropriate course of action; 2) Operating telecommunications equipment such as computer aided dispatch systems, 911 emergency telephone equipment and radio systems to dispatch public service assistance (i.e., police, fire or medical services); and 3) Operating office automation software to input, retrieve, or maintain data pertinent to emergency dispatch operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

Minimum Qualifications - GS-07Specialized Experience: One year of specialized experience which includes 1) Assisting with answering/assessing 911 emergency calls to determine appropriate course of action; 2) Operating telecommunications equipment such as computer aided dispatch systems, 911 emergency telephone equipment and radio systems to dispatch public service assistance (i.e., police, fire or medical services); 3) Operating automated systems, emergency dispatching and communications equipment and 4) Assisting with providing pre-arrival instructions to 911 callers until appropriate emergency units arrive on scene. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Education

United States Army Installation Management Command

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

Position is being filled at the GS-05/06 target GS-07 level. Duties described reflect the full performance GS-07 level. Duties will be performed in a developmental capacity under close supervision.

Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management.
