Duties

Help
  • Serves as the program lead for planning, coordinating, and executing complex, high-profile conferences, meetings, and events.
  • Provides authoritative advice to leadership and stakeholders on event strategy, protocol, logistics, technology, security, facilities, and resource requirements.
  • Leads cross-functional study and planning teams responsible for evaluating program effectiveness, event planning and execution, and coordinating requirements across multiple organizations and service providers.
  • Develops long-range goals and performance criteria for evaluating the effectiveness of E family events and programs.
  • Drafts executive correspondence, presentations, speeches, talking points, briefing materials, announcements, and other communications for E/EX leadership.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. 

 NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience planning and executing large-scale, high-profile events, conferences, or ceremonies using national and international protocol standards, practices, and procedures.
  • Experience executing government contracting and procurement actions to secure the vendors, services, and resources necessary to plan and execute events of varying size and complexity.
  • Experience advising senior leadership and liaising among multiple offices, officials, and external partners to coordinate and resolve non-routine issues involving high-level events, protocol, or official functions.

There is no substitute of education for specialized experience for the GS-14 position.

Note:

If you are selected, you will serve in either a temporary promotion or a detail.

If this position is at a higher grade than your current grade, the assignment will be a temporary promotion which will be processed for a period not to exceed 2 years. It may be extended up to 3 additional years without further competition, for a total of 5 years.

 If you are already at the same grade as this position, your assignment will be a detail which will be processed for a period not to exceed 120 days, and may be extended in 120 day increments. While on the detail, your salary will not change.

You may be returned at any time to the position from which you were temporarily promoted or detailed, or to a different position of equivalent grade and pay.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

The evaluation process consists of the ApplyGov Competency Based Assessments for which applicants will be assigned a score between 70 and 100. A resume review will be conducted for minimum qualification requirements, as described in the “Qualifications” section of this announcement, of applicants found to be among the top qualified candidates based on assessment scores.  Resumes longer than two pages will be deemed ineligible and will not be considered further.  

You will be assessed on the following job-related competencies (knowledge, skills, abilities, and other characteristics):  

Non-Supervisory: Oral Communication, Writing, Interpersonal Skills, Problem Solving, Teamwork, Technology Orientation, Customer Service, Attention to Detail and Self-Management. 

Set aside at least 2 hours to take the external assessments; however, most applicants complete the assessments in less time. There are timed sections that must be completed within the allotted timeframe.

Your score from the external assessment (i.e., Non-supervisory) will remain on file for 180 days, allowing you to apply for multiple DOS-announced positions without needing to retake the assessments. 

Top applicants may be referred to the hiring manager for further consideration. Your qualifications will be evaluated on the following competencies: 

  • Knowledge of event management techniques.
  • Knowledge of national and international protocol rules, policies, diplomatic customs, courtesies, and etiquette sufficient to provide authoritative advice and analysis.
  • Skill to independently plan and oversee high-level official functions.
  • Knowledge of a wide range of qualitative and/or quantitative methods for assessing program effectiveness.
  • Ability to establish and maintain effective working relationships.
  • Skill in communicating effectively at all levels of the organization.
