This National Guard position is for a SUPERVISORY MAINTENANCE TEST PILOT, Position Description Number D0614000 and is part of the ID AASF, National Guard.

Summary
THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a SUPERVISORY MAINTENANCE TEST PILOT, Position Description Number D0614000 and is part of the ID AASF, National Guard.
(1) Performs maintenance operational checks (MOC)and limited and general test flights of aircraft to ensure airworthiness upon completionof extensive disassembly for maintenance, repair, replacement or modification of components or aircraft systems.Performs general or limited test flights including test flights of aircraft when ground diagnostic tests cannot determine the safe and/or properfunctioning of aircraft components or systems.Performs acceptance test flights of new aircraft when required. Assignments may include instruction to and evaluation of maintenance testpilots.
(2) Plans and directs the quality control management program of the AASF. Does immediate and long-range planning for all matterspertaining to quality control at the facility. Plans and establishes quality control operations and procedures for the application of ModificationWork Orders (MWO) and Technical Bulletins (TBs) and assures that instructions are followed on all the aircraft supported by the installation.Answers correspondence, prepares reports and furnishes advice and assistance pertaining to quality control matters to supervisors, shopforemen and othermembers of the organization. Ensures that Quality Deficiency Reports (QDRs) are initiated and forwarded when equipment fails,deficiencies are discovered in newly received equipment or equipment improvements are proposed. Serves as point of contact for the AASFin communications between the facility and the labs in the Army Oil Analysis Program (AOAP) and oversees the local aspects of theprogram. Inspects shop facilities, management practices , fire prevention plans, ventilation systems, lighting systems and aircraft andequipment records to assure proper shop and flight-line safety for personnel and equipment in the maintenance area of operations. Advisesand makes recommendations to the Facility Commander on quality control matters.
(3) Exercises supervisory responsibility over 3 to 8 subordinate workers engaged in technical inspection of the aircraft.Accomplishes performance ratings, authorizes and approves leave requests for assigned personnel. Interviews and recommendsapplicants for vacant positions within area of responsibility and orientates new employees. Informs subordinates on features of personnelmanagement and employee relations such as the appeal and grievance rights and basis for position classification actions.Exercises overall technical responsibility for the performance of subordinate workers in such endeavors as precision measuring and testequipment calibration and certification, maintenance of the technical publications library, taking samples for the AOAP, inspection of aircraftmaintenance work for conformance to established quality standards, and conducting tear-down inspection to determine causes ofdeficiencies.

This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

GS-12 through GS-13 Army National Guard Warrant Officer Positions
Applicants must demonstrate the following specialized experience competencies (skills, knowledge, and abilities) to qualify for entry appointments to GS-2181-12 or GS-2181-13 Army National Guard Dual Status Warrant Officer positions. Qualification competencies are determined by three factors: The aircraft operated; the nature and purpose of assignments; and, the degree of hazard. For Army National Guard positions, must have working experiences in civilian aviation programs; or, in military service aviation programs (active duty or reserve components); or, in the Army National Guard Aviation Support facilities; or, in Air National Guard Wing/ Operations Groups. To qualify, the applicant must have at least two years specialized competencies in operating a specific main-frame military aircraft, mission planning, and mission preparation. Experienced in reviewing and analyzing mission tasking, intelligence, and weather information. Experienced in filing flight plans and conducting crew briefings. Experienced in aircraft preflight inspections, aircraft loading, and equipment assessments. Experienced in performing or supervising work procedures involved in navigation, in-flight refueling, search and rescue operations or surveillance and reconnaissance. Competent in conducting or supervising the training of crew members in simple to complex mission specific tasks. Experienced in developing plans and policies, monitoring operations, and advising commanders. Knowledge is required in flight theory, air navigation, meteorology, flying directives, mission tactics, and operating procedures. Experienced in the unit flying, explosive, and ground safety programs in accordance with Department of Defense, Department of the Army, National Guard Bureau, and/or Occupational Safety and Health Administration policies, regulations, and directives.
GS-12 through GS-13 Army National Guard Officer Positions

Experienced in coordinating with appropriate agencies to ensure compliance with all applicable safety regulations and programs. Education
Applicants must possess the following education and certification(s):

Must have a high school diploma or general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum. Must have Federal Aviation Administration certifications awarded from accredited civilian aviation programs or must have aviation certifications from accredited military aviation schools. Must be Qualified UH-60M Maintenance Test Pilot (MTP).
GS-12 through GS-13 Army National Guard Officer Positions
For Army National Guard Second and First Lieutenants must be actively pursuing an under- graduate degree with at least 90 validated credit hours in a specified program. For Captains and above, must have an undergraduate degree from an accredited college/university. A Graduate Degree from an accredited civilian academic college or from an equivalent professional military education school is optimum. Must have Federal Aviation Administration certifications awarded from accredited civilian aviation programs OR must have aviation certifications from accredited military aviation schools. Must be Qualified UH-60M Maintenance Test Pilot (MTP).
