Duties

Help

This position is a single incumbency. This position is located in the JFHQ-State Human Resources Office (HRO). The purpose is to serve as a Budget Analyst responsible for budgeting, allocation, and documentation processes for assigned directorates and functions.

Reviews state Military Technician (Miltech) voucher allocations by Sub Activity Groups (SAGs) based on the National Guard Bureau (NGB)'s Program Guidance Memorandum to develop an annual obligation plan. Communicates with NGB staff on future projections and unfunded requirements. Uses a variety of fiscal systems that integrate with NGB and the state USPFO to properly account for personnel, travel costs, salaries, and incentives. Performs budget analysis of actual expenditures compared to planned utilization of annual budget and/or allotment authority, evaluates fund availability to achieve balance of approved objectives and determines where reprogramming actions may be necessary.

Continually analyzes and evaluates changes and gaps in program plans and funding for all assigned programs. Prepares statistical reports for leadership, noting variances and assisting in determining cause and effect. Monitors funding levels by SAGs and requests funding moves based on funds execution by pay period. Works with Directors on execution plans for institutional training courses, professional training seminars, travel funds and loads funds as required, preparing written reports for the HR Officer on any changes. Collaborates with HR specialists in the areas of impacted budget such as Benefits-awards, Special Salary Requests and newly approved Tables, Recruit/Place/Comp-Relocate/Retention/Recruitment (3R Incentives) and PCS for federal employees, Human Resource Development (HRD)-training, and Active Guard Reserve (AGR)-PCS for military Reviews expenditure of assigned appropriations, re-imbursement allocations and transfer of funds.

Prepares budget related reports, written correspondence, and other documentation. Drafts or prepares a variety of documents to include newsletter items, responses to routine inquiries, reports, letters, and other related documents. Uses software such as word processing, spreadsheets, program language, plotting software, data analytical programs, etc., to facilitate work.

  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the National Guard, Director of Manpower and Personnel (NGB-J1).

Qualifications

BASIC QUALIFICATION: To qualify an applicant for any GS-0560 position, apply and evaluate the applicant's competencies (Skills, Knowledge, Abilities, and Behaviors), military and civilian experiences, completed private or public education programs, learned skills, obtained knowledge, endorsed abilities, and civilian or military training program accomplishments. The following qualification factors are applicable to the budget analysis positions:

  • Skilled in collecting and analyzing data effectively, efficiently, and accurately;
  • Ability to plan and coordinate difficult and complex programs;
  • Ability to develop, apply, and adjust financial plans and policies to attain agency objectives;
  • Ability to select, develop, and supervise a subordinate staff;
  • Ability to establish and maintain effective working relationships, not only with subordinate staff, but with all levels of key management officials, the latter particularly requiring the exercise of tact, ingenuity, and resourcefulness;
  • Skilled in presenting formal training presentations and briefings; and,
  • Ability to make oral and written presentations in a clear and concise manner;
  • Ability to apply a high level of sound and independent judgment in the solution of financial problems and in the administration of a financial management program;
  • Skilled in applying procedures and directives by reading and interpreting program material.
  • Knowledge of agency operating programs;
  • Knowledge of financial principles, methods, techniques, and systems;
  • Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication;
  • Ability to write English in reports and presentation formats;
  • Ability to communicate clearly and effectively;
  • Skilled in training, mentoring, and problem solving; and,
  • Skilled in applying procedures and directives by reading and interpreting program material.

GENERAL EXPERIENCE: All on-board Title 5 Excepted Service employees assigned to Series GS-0560 positions, must be certified at the next higher grade-level before considered as eligible for merit promotions to that level; and, must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. However, a new hire applicant must have competent experiences that are commensurate/equivalent to the budget analysis program business with demonstrated understandings of the program's principles and concepts defined by the NG Title 5 Excepted Service Series GS-0560 position descriptions.

SPECIALIZED EXPERIENCE: To qualify for the GS-0560-11 position, the candidate must be eligible for entry into the position's financial management certification career program based on the position's GS-grade before final approval and appointment is processed. A candidate must have at least 24 months of finance budget experiences and competencies that provided knowledge of financial NG principles and procedures. Candidate must have an excellent understanding of the basic principles and concepts of the National Guard financial budget business program requirements. A candidate must have experiences and training that demonstrate the competencies to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.

Education

Substitution of Education for Specialized Experience: To qualify for GS-0560 Title 5 Excepted Service positions, on the basis of completed undergraduate or graduate education, the college degree education must be in one of -or- be a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management.

You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
