United States (U.S.) Citizens and Non-U.S. Nationals who have resided in the U.S. or U.S. territory for three (3) or more continuous years immediately preceding the start of Federal affiliation.
Incumbent serves as the Branch Chief for Learning Solutions at the MWR Academy, US Army HQ Installation Management Command. Supervises a branch consisting of Instructional Systems Design, Information Technology and Educational Support Specialists. Leads delivery of the MWR Academy's eLearning courses and learning technology.
Incumbent is responsible as the authoritative consultant and primary educator in the areas of training evaluation, occupational analysis, and instructional systems methodology quality assurance. Serves as the authoritative coordinator for the International Association for Continuing Education and Training (IACET), the American Council on Education (ACE), and and U.S. Army Accreditation through the Transformation and Training Command (T2COM).
Incumbent performs the full range of supervisory duties. Evaluates the effectiveness of operations supervised. Determines program requirements, conducts cost-benefit analysis, develops and analyzes alternative approaches, and recommends the most effective approaches. Embeds evaluation procedures in all training and uses analysis of evaluation data to recommend changes in training programs.
Maintains liaison with the Department of the Army, the proponents of ACTEDS Career Fields, and the proponents of series AR 215. Establishes contacts with senior executives on Army installation, civilian, and military educational institutions, and professional organizations in order to maintain currency. Plans, coordinates, designs, develops and evaluates programs of instruction based on the findings of occupational analysis for classroom, blended, and online learning modalities. Researches, analyzes, develops, and prepares documents and reports regarding training effectiveness and return on investments (ROI). Maintains and is familiar with Army regulations, policies, and procedures governing Army MWR Operations.

Qualifications
RESUMES MUST BE TWO PAGES (OR LESS). QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.
MINIMUM QUALIFICATIONS:
Must demonstrate excellent technical writing, oral communication, and interpersonal skills as well as the ability to work within a collaborative environment.
Successful completion of an undergraduate degree that includes or was supplemented by at least 24 semester hours in the study of at least four of the following five areas:
1) Learning theory, psychology of learning, educational psychology: study of learning theories as they relate to the systematic design, development, and validation of instructional materials.
2) Instructional design practices: study of the principles and techniques used in designing training programs, development design strategy and models, and applying design methods to the improvement of instructional effectiveness.
3) Educational evaluation: study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determine reliability and validity of evaluation instruments.
4) Instructional product development: study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
5) Computers in education and training: study of the application of computers in education and training, including selecting appropriate computer software. Transcripts must be uploaded with application.
All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education. Those applicants determined to be highly qualified will be referred to the hiring official for consideration. The highly qualified candidates may undergo an interview and reference checks.
HIGHLY QUALIFYING CRITERIA:
At least five years of experience with FMWR programs, to include experience as a Program Manager, Instructor, Training Specialist, Instructional Designer, Division Chief, Deputy or Director of FMWR.
At least five years of experience in the Analysis, Design, Development, Implementation, and Evaluation (ADDIE) of training.
Demonstrated experience implementing a full range of education delivery systems to include E-Learning and Learning Management Systems.
