This position is located in the Flight Standards Service, Office of Foundational Business, Civil Aviation Registry, Cashier Control Section, AFB-716. The incumbent provides supervision to subordinate employees and is responsible for establishing the strategic direction to include planning, analyzing, organizing, and supporting the organization's mission. 

The incumbent plans and establishes priorities; manages resources; assigns tasks/responsibilities; coaches and develops employee capabilities; approves leave; takes corrective/disciplinary action, as appropriate; interviews candidates, makes selections, and monitors/evaluates performance of section employees. 

The incumbent directs the activities of Registry Program Assistants and monitors performance of government personnel in the initial processing of aircraft documents and the receipt, recordation and disposition of remittances received in support of the aircraft registration and airmen certification programs. The section's responsibilities include: pre-processing of documents for the registration of civil aircraft including the preparation and quality control of documents into the Registry imaging system, accept filings for the recordation of security interests and issuance of airmen certificates to include receipt review and distribution of physical documents; maintenance of receipt, collection and transmittal procedures in accordance with FAA accounting guidelines and U.S. Treasury requirements; management of the automated Fees Collection System; and correspondence research for proper application and disposition of remittances. The section supports several complex technical and administrative functions related to the registration of U.S. civil aircraft.

The incumbent applies an advanced knowledge of the technical aspects of the work directed, an advanced knowledge of human resource and other administrative policies and procedures, and an advanced understanding of the objectives of the Civil Aviation Registry. Contacts are primarily with subordinates, peers, and higher-level managers within the Cashier Control Section, the Aircraft Registration Branch and the Civil Aviation Registry to discuss the status of projects/programs and to plan for the future. The incumbent has frequent contact with stakeholders, other government entities, and other external parties to interpret policies/procedures or for other project/program purposes. Has authority to make commitments for the Cashier's Control Section within guidelines.

Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. The incumbent resolves all but unique problems without the intervention of higher-level management and is regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution. Individual and organizational performance is typically reviewed periodically by higher-level management usually through status reports and organizational performance measures. The incumbent has discretion to ensure the alignment of projects/programs with the tactical (short-term) objectives of the Aircraft Registration Branch.

Qualifications

Refer to the Office of Personnel Management's (OPM) Group Coverage Qualification Standard for Clerical and Administrative Support Positions.

To qualify for this position, you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to FV-G (FG/GS-8) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of this position, and that is typically related to the position to be filled.

SPECIALIZED EXPERIENCE includes:

  • Experience initiating, preparing, reviewing, and/or processing standardized legal documents required for specific legal or regulatory actions;
  • Experience reviewing documents, applications, or case materials for completeness, accuracy compliance with established requirements, and proper disposition;
  • Experience applying and interpreting laws, regulations, policies, procedures, or established guidelines in performing legal or administrative support functions; and
  • Experience coordinating and monitoring administrative or legal support activities to ensure work is completed accurately and within established timeframes.
