Help

Major duties and responsibilities include but not limited to:

  • The incumbent performs a wide range of functions in support of the local Prosthetic Service.
  • Employees will track such requirements as target dates for employee appraisals, TMS classes, and assigned tasks.
  • The incumbent serves as Service ADPAC and handles all new computer access requests and modifications to existing staff member's computer access (including updating/modifying AIS forms for staff).
  • Responsible for scheduling staff meetings, vendor in-services, and/or interdepartmental outreach and education meetings.
  • Ensures that all supplies and equipment required by the Service are provided and available.
  • Drafts correspondence, recommendations, reports, and memoranda related to management and administrative programs and issues.
  • The incumbent acts as the liaison with the human resources office concerning personnel-related matters.
  • The incumbent assists managers and staff in projecting staffing needs, writing position descriptions, preparing performance plans and appraisals.
  • The Administrative Officer can submit Human Resource action requests (ARPA's), update Organizational Charts, update employee folders and follow up of the status of pending ARPA requests.
  • The incumbent acts as the primary timekeeper for the Service. Develops reports related to time keeping and monitoring overtime usage for evaluation by the Chief and/or Assistant Chief.
  • Serves as the Service TMS Super user and maintains documentation of all staff training. Along with this, the incumbent conducts introductory Prosthetic Specific VISTA training for new employees.
  • The incumbent may also assist in or independently develop other training materials for the Service staff.
  • The incumbent is responsible for preparing a wide variety of reports relating to the procurement, inventory, and consult aspects of the Prosthetic Service.
  • The incumbent provides support to the Contracting Officer Representative (COR), usually the Prosthetic Chief or Assistant Chief, by scheduling and/or conducting quarterly vendor and patient site visits, auditing patient records to ensure that the contractor is fulfilling their duties, and documenting minutes.
  • Coordinates the personnel management program for Prosthetic Service, performing or overseeing all aspects of human resources requirements.
  • Advises the Chief and Assistant Chief, regarding procedures, laws, regulations, and policies dealing with workforce diversity, recruitment, merit promotion, employee, and labor relations, employee career development, human resources training, and other human resources related activities.
  • Responsible for creating and preparing award packages for employee contribution awards and other criteria awards.
  • Ensures that performance ratings are submitted in a timely manner in accordance with regulatory guidelines.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/02/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing routine and recurring budget administration duties; performing complex and detailed review and analysis functions; gathering, extracting, reviewing, verifying, and consolidating a variety of narrative information and statistical data; providing ongoing training and assistance to personnel; preparing preliminary budget estimates; preparing and reviewing purchase orders for supplies; initiates and prepares contracts to secure resources; and developing, reviewing, and interpreting all memorandums and bulletins. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Two (2) full years of progressively higher graduate education leading to such a degree. OR LL.b. or J.D., if related OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education.
