Duties to include but not limited to the following:

  • Responsible for assuring staff makes the appropriate eligibility determinations for transportation and beneficiary travel reimbursements for healthcare visits which requires an extensive knowledge of VA laws, directives, guidelines, policies, and procedures.
  • Responsible to ensure accurate, timely and consistent information is entered in the Medical Center's database.
  • Analyze, develop, plan, and advise on passenger movement policies and programs. Cultivate partnerships and multi-agency coordinated transportation activities.
  • Management of program operations to identify and define requirements for the use of automated systems when dispatching and routing drivers.
  • Provide training for staff on a variety of complex transportation management and patient related software.
  • Must possess vast computer knowledge in creating and capturing data. Incumbent will manage VA's travel program BTSSS for veteran travel needs, this program is complex and requires an extensive amount of analytical thinking and complex problem solving.
Inventory Management and Control:
  • Manages and controls an assigned class of expendable material for a VA HCS and supported catchment area.
  • Recognized as an authority on expendable (EX) commodity management and serves as a subject matter expert to all services and service lines. Inventories managed include a wide variety of expendable items and durable medical equipment (DME) which may or may not be available through the Medical/Surgical Prime Vendor (MSPV) program or other negotiated or Federal Supply Schedule (FSS) contracts.
  • Acts as a central point of contact for the coordination of commodity support and the resolution of logistics problems across organizational lines.
  • Conducts short, mid and long-term advanced planning for expendable items and DME, utilizing enterprise-wide computerized planning tools. Analyzes data to include demand history, program requirements, VA HCS operations, procurement lead-time, current stock levels and other factors which impact procurement decisions.
  • Manages inventory, independently sets initial stock and par levels and reorder points and resolves issues for a complete medical or service category (i.e., surgical, dental, imaging, engineering, prosthetics, laboratory or other major commodity).
  • Authorizes significant changes in expenditure and stock levels based on usage requirements and budgeting considerations.
  • Researches opportunities for and conducts analysis of potential cost savings, efficiencies, and process improvements using quantitative analysis and historical usage patterns.
  • Utilizes best practices, principles and tools, concepts and methodologies to determine and evaluate supply system performance. Analyzes, coordinates and controls management of stock items to support preparation of long-range forecasts necessary to support new requirements.
Returns, Recalls and Reutilization
  • Implements federal and agency programs for the return and reutilization of medical supplies. Uses well established and commonly applied supply methods to maintain activity formulary inventory.
  • Coordinates with the property managers for disposal of surplus or excess supplies in accordance with specific agency directives and procedures.
  • Serves as the primary responder to the VA National Center for Patient Safety Recall Office for their area of responsibility.
  • Makes emergent procurement decisions in coordination with stakeholders based on back order issues created by national recalls.
  • Participates in Root Cause Analysis process to assist in determining how the supply chain is impacted upon a near miss or Veteran care mishap.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/28/2026.Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 07 position you must have served 52 weeks at the GS 05. The grade may have been in any occupation, but must have been held in the Federal service. For a GS 09 position you must have served 52 weeks at the GS 07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.   • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 full year of graduate level education that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
  • Combination: Possess equivalent combination of successfully completed graduate level education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.
  • SUPERIOR ACADEMIC ACHIEVEMENT: Superior Academic Achievement (SAA) at the baccalaureate level in the qualifying curriculum detailed above is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following:

GS 09 Grade Determination:

Specialized experience includes: managing a variety of expendable items and durable medical equipment; developing and supporting the creation of acquisition strategies to acquire and purchase durable medical equipment; implementing federal and agency programs for the return and reutilization of medical supplies; utilizing best practices, principles and tools, concepts and methodologies to determine and evaluate supply system performance; and serving as a point of contact for the coordination of material support and the resolution of logistics problems. . NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~
  • Education: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. of J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Additional information

Physical Requirements: Involves a mix of working in an office environment to working in a warehouse to assist in processing new equipment receipts and entering into the EIL. A great amount of time walking and climbing stairs is required to conduct on-site inventories of EIL equipment. Lifting of up to 40 pounds is required when receiving new equipment at the facility and preparing for the sale of excess property. Work conditions are often indoors, but could occasionally be dirty, hot, humid or unusually cold when involved in property inventories, disposal of equipment, transferring of equipment between serviced locations and recycling centers. Work is performed generally in an office setting with access to a personal computer and computerized and manual equipment records. Frequent trips to areas throughout the VA HCS and catchment areas, including Veterans' rooms to conduct equipment inventories and assist with problems are required. Work is also routinely performed in warehouse areas where pertinent safety and security procedures must be followed. May be directed to travel to all VA HCS and catchment area locations to perform equipment management duties, transferring of equipment and disposal/recycling of equipment.
