Summary

About the Position: Serves as a Maintenance Mechanic accomplishing trades and labor work, within the Directorate of Public Works, Operations and Maintenance Division, Buildings and Grands Branch at Aberdeen Proving Ground, Maryland.
Serves as maintenance mechanic in accomplishing trades and labor work performing multi-trade maintenance, troubleshooting, and repair of installation facilities, utility systems, and specialized equipment.
Exercises full journey-level independence to operate heavy construction machinery, manage high-voltage building systems, and perform complex structural facility overhauls.
Performs infrastructure level electrical work up to 500 volts; installs, modifies, and repairs and tests building distribution panels, circuits, and outlet boxes. Measures, bends, and runs conduit.
Connects complex wiring systems to primary power sources. Makes repairs to equipment by inspecting diagnostic testing and general knowledge of equipment for kitchen domestic and electrical motorized equipment.
Tests and maintains lighting protection systems. Understands and reads electrical diagrams, service manuals sketches and wiring diagrams.
Integrates HVAC systems into facility-wide maintenance plans.
Performs advanced facility wide preventive maintenance on HVAC systems to include system alignment, belt optimization, and routine welding repairs on ventilation ducts, flashing, and louvers.
Repair domestic and commercial refrigeration and air conditioning system equipment. Test for refrigerant leaks and add refrigerant to obtain normal operating pressures.
Plumbing and Pipefitting: modify, layout install and maintain extensive water, sewer, bottle gas steam distribution systems and domestic water systems.
Independently cuts major structural openings in walls, ceilings, or floors. Calculates pipe dimensions and executes large-scale pipe-hanging, welding, and system taps.
Special equipment and structural maintenance: steps up to large-scale structural carpentry, masonry, and painting.
Performs precision painting, texturing, roof repairs, and Lays common face brick, cinder blocks, and stone to repair structural walls and walks. plate glass cutting.
Plans and carries out projects from initial layout to completion to include roof rafters, stairways and treads. Installs new walls, floors.
Installs new roof systems, gutter and downspouts. Installs and repairs metal siding and flashings.
Operates heavy construction equipment (backhoes, front-end loaders, large tractors, forklifts, bobcats, and dump trucks with snowplows) to excavate, grade, and clear terrain.
Executes forestry tasks including tree removal and brush clearing to secure boundary fence lines and ammunition igloos.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Tier one investigation status must be valid for the duration of employment.
Maintain a State Driver's License from among the 50 US United States or Puerto Rico for the duration of employment.
Pass physical examination for maintenance mechanic and annually thereafter.
Wear Personnel Protective Equipment (PPE) as instructed by management.
Serve one-year probationary period unless already served.
TDY 5%.
Must maintain qualifications for heavy construction equipment operations within two years; inhouse training will be provided.
Must be able to obtain a license and operate a variety of Material Handling Equipment up to and including 50,000 lbs. including a container handler within two years. Inhouse training will be provided
Must be able to obtain and maintain a Commercial Driver's License (CDL) within two years of appointment for any equipment/vehicle that has air brakes, (i.e. dump truck, snow plow) if assigned to operate the equipment.
Mission Essential (ME) position; must report to work during inclement weather and remain at work until mission success has been completed.
Must be able to lift up to 50lbs.

FOR THE WG-10: I have the ability to perform themost difficult and complex tasks such as I have comprehensive journeyman level knowledge and practical skill across multiple mechanical, electrical, and construction trades. I can independently plan, lay out, install, troubleshoot, and overall electrical infrastructure up to 500 volts, power generation equipment, commercial kitchen appliances, and lightning protection systems using complex schematics and wiring diagrams. I have extensive knowledge of refrigeration cycles, EPA standards for refrigerant recovery and charging, and HVAC preventative maintenance. I can calculate dimensions, fabricate and modify complex piping networks (water, sewer, steam, bottled gas) as well as service lift stations and backflow preventers. I have journeymen level structural carpentry, masonry and metal roofing skills. I can operate heavy construction machinery e.g. backhoes, loaders, dump trucks with plows to clear terrain and maintain perimeter security. I am considered an expert and work with a high degree of independence.
FOR THE WG-08: I have the ability to perform some tasks that I can work at least two trades such as electrical, HVAC, plumbing, or carpentry trades under supervision of a work leader or journey-level employee who reviews my work for completion. I can follow detailed instructions and use standard tools. Handle basic electrical repairs, switches, outlets, simple fixtures and assist with more complex systems. Perform routine HVAC maintenance, filters, belts, cleaning coils, and assist with minor repairs. Conduct basic plumbing tasks, cutting pipe, simple domestic water/drain repairs. Perform simple carpentry, painting, patching, and masonry under direction. Operate light equipment and may receive introductory training on larger machinery. Requires guidance for troubleshooting and trade method selection. Work leader or journey-level employee reviews my work for completion.

PHYSICAL EFFORTS:
The duties require frequent moderate to heavy physical exertion. The employee regularly climbs ladders, scaffolding, and roofs; crawls into cramped spaces, manholes, and utility tunnels; and works in tiring or awkward positions involving stooping, kneeling, bending, and crouching for extended periods. The worker routinely lifts, carries, positions, and handles tools, pipe assemblies, building framing, cinder blocks, and mechanical parts weighing up to 50 pounds unassisted, and heavier items using hoists, lifting gear, or team lifting. Substantial physical stamina, arm-hand steadiness, and manual dexterity are required to operate heavy construction vehicles, hand and power tools, and precision diagnostic devices.
WORKING CONDITIONS
Work is performed both inside facility buildings and outdoors throughout the installation. The employee is routinely exposed to extreme outdoor weather conditions, including severe heat, cold, rain, and snow, while operating heavy equipment, clearing boundary terrain, or performing roof maintenance. The work environment frequently involves high noise levels, vibrations, grease, dirt, sewer gases, refrigerants, chemical fumes, and exposure to live electrical circuits up to 500 volts. The worker is exposed to potential hazards such as electrical shock, cuts, burns, falls from scaffolding or roofs, and injuries from operating heavy machinery. The employee must strictly adhere to safety directives and wear required Personal Protective Equipment (PPE), including arc-flash protection, eye and hearing protection, respirators, hard hats, and safety boots.
