OCA is seeking candidates who can draw upon their significant experience in auditing the financial statements of, consulting with, or working for, public companies to exhibit an understanding of, and an ability to succinctly explain, policy or practice matters affecting public companies.
Summary
The Office of the Chief Accountant (OCA) is seeking several Staff Accountants (Associate Chief Accountants). OCA is seeking candidates who can draw upon their significant experience in auditing the financial statements of, consulting with, or working for, public companies to exhibit an understanding of, and an ability to succinctly explain, policy or practice matters affecting public companies.
In this role as an Associate Chief Accountant, you will be responsible for:
Serving as an expert resource for SEC staff engaged in developing and preparing guidance on a variety of complex accounting, auditing, and/or other financial reporting issues arising from interpretation and application of statutes administered by the assigned office.
Identifying, analyzing, and providing guidance on unique and novel program issues associated with the application of statutes, laws, rules, and regulations.
Providing management with new information and predictive advice concerning various alternative courses of action in resolving exceedingly complex accounting problems.
Planning, evaluating, coordinating, and integrating activities with other staff elements and functions.
Developing procedures and processes for use of advanced computer and/or analytical tools for analysis.
Assisting with the annual Management Assurance process, and continuously evaluating internal controls related to business processes.
Preparing, presenting, and defending analyses of controversial subject matters and studies.
Participating in teams assigned to study and develop rule proposals under federal securities laws;
Assisting OCA in administering Commission oversight with respect to accounting, auditing, and other professional standard-setting bodies;
Participating in consultations from public companies, auditors, regulators, and audit committee members on accounting, auditing, internal control over financial reporting, independence, and reporting matters
SELECTIVE SERVICE: Males born after 12/31/59 must be registered or exempt from Selective Service (see https://www.sss.gov/).
SECURITY CLEARANCE: Entrance on duty is contingent upon completion of a pre-employment security investigation. Favorable results on a Background Investigation may be a condition of employment or selection to another position.

Qualifications

Qualifying experience may be obtained in the private or public sector. BASIC REQUIREMENT:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this requirement) OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement.
SK-16: Applicant must have at least one year of specialized experience equivalent to the GS/SK-14 level:
Applying or implementing accounting standards or corporate reporting by domestic and/or foreign public companies under US GAAP, IFRS or SEC reporting rules (areas of specialty may include, but are not limited to, accounting topics such as revenue recognition; leases; and financial instruments); OR
Analyzing, implementing, or applying auditing, quality control, and/or independence standards and rules related to the audits of the financial statements of domestic and/or foreign public companies or broker-dealers (areas of specialty may include, but are not limited to, development and/or implementation of audit policy and methodology, including in response to new or amended auditing standards; application of auditor independence rules; auditing internal control over financial reporting; etc.).
