This announcement provides a temporary reassignment/promotion opportunity to a Criminal Investigator, Specialist Band, as a Subject Matter Expert (SME) for Narcotics in accordance with IGM 363, Subject Matter Expert Program Guidance. The specific duty location will be within the Northeast Area Field Office (NEAFO) and determined at time of selection.
The successful candidate must be highly motivated, exhibit a high degree of leadership, and demonstrate experience planning and conducting complex federal criminal investigations.
This temporary position is being advertised at the Specialist Band level and is not to exceed 24 months (2 years). The selected candidate will be required to sign a Memorandum of Understanding (MOU) regarding the temporary nature of this appointment. The appointment can be terminated at any time at management's discretion. All salary calculations (PES, COLA, etc.) will be based on the permanent journey band position salary.The selectee will be returned to his/her previous position (at previous pay and grade), or a different position of equivalent pay and grade as his/her previous position, upon termination of the temporary promotion. The return to previous pay and grade is not an adverse action and is not subject to appeal procedures.
The promotion to the Specialist Band under this announcement is limited to this position within NEAFO. If you later request to be voluntarily reassigned to a position other than NEAFO, and it is approved by management, the reassignment or change to lower level will be processed in accordance with IGM 112, Pay Administration.
The base salary range for this position is $125,776 - $197,200. Locality Pay is authorized and compensation includes Law Enforcement Availability Pay (LEAP) under the 1811 Series. The job also provides coverage as a primary position under law enforcement retirement.

Assist in the development of policy, procedures, and investigative oversight of the OIG's narcotics investigation program.
Develop and maintain effective professional working relationships within the OIG, Department of Justice, Postal Inspection Service, Drug Enforcement Administration, and other agencies as needed through frequent and recurring direct contact and liaison.
Maintain contact with area field offices, divisions, or Headquarters and provide advice on reports or request information on sensitive and important issues involving reactive and proactive narcotics investigations.
Assist in the analysis of data, emerging trends, and related investigative requirements
Assist with development, planning, execution, and evaluation of internal training programs involving narcotics, to include oral presentations.
This position is designated as collateral duty, and the successful candidate will be required to maintain a normal caseload in the OI Assignment Based Evaluation (ABE) system.
Must be able to obtain and maintain Top Secret security clearance.
Must be able to obtain and maintain a government-issued credit card.
Selectee subject to random drug screenings.

MINIMUM QUALIFICATIONS

Received one-week Narcotics training or equivalent.

Demonstrated ability to effectively communicate, both orally and in writing, facts and circumstances of investigations to individuals and/or groups.
