Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W0JAAA US ARMY COUNTERINTELLIGENCE COMMAND. Serves as Director of the Capability, Utilization, and Engineering (CUE) Team of the Army
Surveillance Detachment (ASD).

Duties

Help
  • Designs and manufactures technical enhancements to existing surveillance capabilities.
  • Develops long-range technical collection capability plans aligned with organizational mission.
  • Leads complex contracting negotiations that resolve significant procurement obstacles.
  • Makes final determinations on accepting, amending, or rejecting complex technical work products.
  • Advises senior executive leadership on complex, sensitive operational and technical matters.
  • Develops and oversees agency-wide technical collection modernization strategy.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a Cl-scope polygraph examination and randomly thereafter.
  • The 1996 Lautenberg Amendment to the Gun Control Act of 1968 covers this position. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.
  • This position has annual training and re-certification requirements.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Temporary duty (TDY) will be required 50% of the time and may be subject to extended TDY.
  • Must successfully complete the US Army CI Special Agent Course, Fort Huachuca, AZ, and/or be able to obtain and maintain US Army counterintelligence badge and credentials.
  • Must successfully complete the Joint Counterintelligence Training Academy, Counterintelligence Surveillance Course or equivalent.
  • The duties of this position require the employee to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as:
1. Experience planning and executing a technology modernization initiative for surveillance or intelligence collection equipment, including budget management.
2. Experience providing both administrative and technical supervision to a team of specialized professionals (e.g., engineers, surveillance specialists) including performance management and work assignment.
3. Experience directing counterintelligence physical surveillance or counter-surveillance/surveillance detection operations, including equipment selection and mission planning.
4. Experience executing procurement and contracting actions for specialized technical or operational equipment, including resolving non-routine acquisition challenges.

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

  • COE CON'T: In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level: 1) Foundational qualification requirements within 9 months, 2) Resident qualification requirements within 12 months, 3) 20hours of Continuous Professional Development (CPD) per work role code (which can overlap).
