Duties include, but are not limited to, the following:

  • Assists in the overall administrative management for the organization; interpreting administrative policies, developing and/or implementing local policies, defining administrative requirements, and/or providing advice to top management on related issues.
  • Performs administrative management requirements for a medium-sized organization with varied functions.
  • Applies new policies, provides advice on requirements, maintains administrative systems and prepares administrative paperwork.
  • Oversees a variety of administrative programs, including the distribution dissemination of incoming mail, internal controls, records management, publication and forms.
  • Directs administrative support services to ensure that inquiries, correspondence and actions for the area of responsibility are addressed appropriately.
  • Develops information papers and correspondence on wide variety of administrative functions.
  • Assists in identifying and resolving process issues which may affect the service's ability to meet program goals and target performance measures.
  • Assists in preparing and evaluating future scheduling projections and anticipating future workload requirements to forecast appropriate staffing levels.
  • Provides administrative planning and oversight for a variety of programs to ensure survey-readiness and compliance with VA initiative and accreditation bodies such as The Joint Commission, OIG, Long-Term Care Institute.
  • Coordinates with the Nurse Recruitment Office, Nurse Managers and Human Resources for the recruitment of nursing personnel.
  • Serves as initial contact for applicants, answering questions and providing information about the position, coordinating interviews of potential applicants, developing performance-based interview questions and scoring guidelines, convening interview panels, serving on panels as appropriate/needed, summarizing recommendations regarding recruitment, completing all actions in USA staffing, and providing updated information to management regarding recruitment status.
  • Prepares budget projections based on studies of past expenditures, knowledge of the team's requirements, changes which have occurred in workload, and future goals.
    Prepares detailed requests for Resource Management Committee consideration (new position, vice position) that include sufficient data and justification to warrant approval. Collects, develops, and analyzes cost data relative to Nursing operations: maintenance of current DSS data, labor mapping, productivity measures, nursing hours per patient day (NHPPD), nursing hours per encounters, overtime hours, and paid-leave hours.
  • Collaborates with Fiscal service to gain a working knowledge of reimbursement issues, development of cost/benefit proposals for special program needs, and serving as advisor to the Chief Nurse(s) in this area.
  • Performs other duties as assigned

Work Schedule: Monday through Friday from 8:00am - 4:30pm, or based on the needs of the agency.

Qualifications

To qualify for this position at the GS-9 grade level, applicants must meet one of the following:

Specialized Experience:
You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of an Administrative Officer - Nursing Services, and that is typically in or related to the work of the position to be filled. Specialized experience is experience providing a variety of administrative management services essential to the direction and operation of a department or organization pertaining to personnel management, procurement and contract administration; ensuring compliance with established policies, practices and procedures; analyzing and measuring the effectiveness of program management and work processes; and utilizing various Microsoft Office applications (i.e., Excel, Access, Word, etc.). NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. -OR-

Education: Successfully completed a master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B., J.D., if related, that demonstrates the knowledge, skills and abilities necessary to do the work of the Administrative Officer - Nursing Services position. This education must have been obtained in an accredited in an accredited college or university. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Combination: Equivalent combinations of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrates the knowledge, skills and abilities necessary to do the work of the Administrative Officer - Nursing Services position. Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
