This position is open to current military members of the Active-Duty Air Force, Air Force Reserves and Air National Guard (to include the Wisconsin Air National Guard) that are eligible to enlist in the Wisconsin Air National Guard.
As a SECURITY OFFICER - T32, GS-0080-13, you will serve as the Senior Security Officer (Squadron Commander) over the Security Forces Squadron and all aspects of Integrated Defense, Law Enforcement, Air Base Ground Defense, Force Protection, and Anti-Terrorism as the Defense Force Commander (DFC) and Anti-Terrorism Officer (ATO). The incumbent of this position must be assigned as the Drill Status Commander.
MAJOR DUTIES:
1. Exercises direct supervisory and personnel management responsibilities. Provides supervisory responsibility for subordinate security force squadron personnel to include Active Guard Reserve(AGR) military personnel, Federal Technicians, Security Cooperative Agreement (SCA) employees, and Drill Status Guardsman (DSG) to meet all Integrated Defense, LE and AT/FP requirements for the installation. Sole authority for establishing arming authority for personnel.
2. Directs, plans, organizes, and oversees all Integrated Defense (ID) and Law Enforcement (LE) activities within an Air National Guard Wing as the Defense Force Commander (DFC). Reports directly to the Wing Commander for immediate threat responses and to the Mission Support Group Commander for routine matters.
3. Directs, plans, organizes, and oversees all Anti-Terrorism (AT) and Force Protection (FP) activitieswithin an Air National Guard Wing as the Anti-Terrorism Officer (ATO). When functioning as the ATO,reports directly to the Wing Commander and exercises broad delegated authority to independentlymanage the AT/FP program. Conducts formal Criticality, Vulnerability, and Threat assessments inorder to determine risk.
4. Develops and directs implementation of risk mitigation measures to achieve acceptable
risk levels. Evaluates effectiveness and reports current activity/posture to senior leaders and higher
headquarters on Integrated Defense, AT/FP measures, C-sUAS measures, Counter Surveillance
Surveillance Detection (CSSD) measures, and PL Asset security. Evaluates and reports equipment
and personnel readiness for local, state, and federal missions.
Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. CONDITIONS OF EMPLOYMENT & NOTES:
Must be able to obtain and maintain a Top Secret/Special Compartmented Information (TS/SCI) security clearance.
Federal employment suitability as determined by a background investigation.
May be required to successfully complete a probationary period.
Incumbent must possess military compatible AFSC.
Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
Required to handle and safeguard sensitive, personal, and/or classified or information covered under privacy act laws in accordance with regulations to reduce potential compromise.
Must be able to operate all Security Forces Vehicles and installed equipment. An appropriate, valid driver's license is required for the position. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this positions.
Maintains weapons qualifications commensurate with a 31PX series Air Force Specialty Code, and be able to be armed, as required, in the performance of duties.
This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the unit is closed or delayed reporting and remain on duty during phased or early release.
Qualifications
GENERAL EXPERIENCE: Practical understanding, specialized skills, and fundamental knowledge of the following Series GS-0080 programs: security police; information security; sensitive compartmental information; special security requirements; force protection; anti-terrorism; information protection; security police training, unit deployment, and physical security. Work involves security policies, guiding principles, training requirements, and certifications. Some work in this occupation require expanded security clearances, an extensive knowledge of the laws, rules, regulations and procedures governing a distinct set of operational duties and responsibilities for performing security functions and handling weapons.
SPECIALIZED EXPERIENCE: To qualify for the GS-0080-13 position, you must have at least one year experience equivalent to at least the next lower grade level. Experience, education or training in collecting and analyzing data effectively, efficiently, and accurately. Able to apply procedures and directives by reading and interpreting technical material. Ability to communicate clearly and effectively orally and in writing, using presentation and report formats. Candidate has knowledge of information protection and is able to coordinate with multiple agencies. Demonstrated ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures. Learned ability to assess the surrounding environment to recognize immediate risk levels. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
