Summary

About the Position: In this position you will be responsible for providing and coordinating on-site quality assurance and construction management activities to ensure construction performance is conducted in accordance with the contract documents.
Perform surveillance of construction to assure that the contractor is conducting quality control operations to produce work in conformance with contract plans and specifications.
Document observed Quality Assurance (QA) surveillance activities by clearly and accurately writing daily reports of contractor on-site activities to include direction given and actions taken.
Participate with engineers in review of project plans and specifications to determine constructability and identify potential areas of conflict.
Resolve differences of opinion and recommend changes to design, specifications and schedules as required.
Review all aspects of construction projects for technical accuracy.
Provide QA support on construction projects during execution by reviewing and recommending approval of progress schedules, performance of compliance inspections and evaluation of construction costs.
Resolve the majority of construction issues as they arise during the execution of daily construction activities.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Obtain and maintain a valid state driver's license within 30 days of employment.
Must have or ability to obtain Contracting Officer's Representative (COR) authority within 6 month of employment.
May required the completion of an initial 40-hour Hazardous, Toxic and Radioactive Waste (HTRW) training course, annual 8-hour HTRW refresher course and enrollment in a HTRW medical surveillance program if assigned to a HTRW project location.
This position may require the use of Person Protective Equipment (PPE) if there is an exposure hazard and required to enter an exclusion zone.
This position has a Temporary Duty (TDY) or business travel requirement of 50% of the time to work at a construction location within boundaries of a Resident Office or Area Office or as assigned.
May be required to perform shift work.
This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
This position requires the incumbent be able to successfully complete a National Agency Check with Inquiries (NACI) background investigation. A background investigation and credit check are required.

Specialized Experience GS-12: One year of specialized experience which includes meeting three of the following: 1) Perform Quality Assurance (QA) surveillance of construction activities on-site to assure that the contractor is conducting quality control operations to produce work in conformance with contract plans and specifications; 2) Evaluate and analyze complex construction project issues to develop solutions and advise management on courses of action; or 3) Perform construction contract administration duties; or 4) Ensure compliance with and enforce construction safety requirements.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
