Duties

Help

As a National Bank Examiner/Bank Examiner (Large Bank Field Examiner) with emphasis in Compliance, you will:

  • Oversee ongoing supervisory efforts of compliance activities.
  • Plan, coordinate, and monitor compliance supervisory activities, including identifying and communicating risk issues, developing supervisory strategies and determining the scope of supervisory activities.
  • Provide leadership and training to other examiners and may instruct at formal schools.
  • Manage team(s) of assisting personnel during compliance supervisory activities.
  • Serve as a consultant to employees and managers and lead discussions with large bank management on findings and recommendations.
  • Prepare communications to foster positive changes within the bank.
  • Maintain effective communications within the OCC to ensure that appropriate coordination and follow-up activities take place.
  • Prepare reports of activities and develop responses to address risks.

This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.

  1. Noncriminal Justice Applicant's Privacy Rights, for those who undergo an FBI fingerprint-based criminal history record check for personnel vetting, which includes Rap Back,

  3. SEAD-3-Reporting-U.pdf (dni.gov), (applicable to those who hold a sensitive position or have eligibility for access to classified information).
  • Complete a one-year trial period (unless already completed).
  • Complete a background investigation (unless already completed).
  • Sign a statement that you are voluntarily leaving the competitive service for a position in the excepted service, if applicable.
  • Travel locally on an occasional basis.
  • Obtain and use a Government-issued charge card for business-related travel.
  • Complete a financial disclosure review and resolve any ethics issues.

  • All newly appointed employees to the excepted service are subject to a trial period. During this time, your performance, conduct, and suitability for continued employment will be evaluated. You will not automatically convert to permanent status at the end of the trial period. Your supervisor must affirmatively determine that continued employment is in the best interest of the Federal service. If no certification is made before the trial period ends, your appointment will be terminated. You are encouraged to actively engage with your supervisor, seek feedback, and understand role expectations. Additional guidance and support will be provided during onboarding.


Qualifications

You must meet the following requirements within 30 calendar days after the closing date of the announcement:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-IVband level. Examples of specialized experience for this position include:

AND

  • Conducting examinations, audits, or internal reviews to evaluate a financial institution's compliance activities (e.g., consumer protection Bank Secrecy Act/Anti-Money Laundering (BSA/AML), Community Reinvestment Act (CRA), Fair Lending (FL), etc.), assessing compliance with applicable banking laws and regulations,
AND
  • Identifying and recommending corrective actions.

The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Additional information

  • This position is a Step 2 level position within the NB-V pay band. Step 2 level positions are distinguished by additional job complexity, responsibility, and advanced skill levels required by the work.
  • Applicants may apply under OCC's Alternative Location Arrangement and will be subject to the provisions of the Alternative Location Arrangements PPM 3110-53. Marlton, NJ is the preferred location; though, any U.S. location of the OCC will be considered under an alternative work location provided the location is cost effective, operationally efficient, and complies with the standards contained in the Alternative Location Arrangements PPM 3110-53. If in an alternate location, when traveling to Marlton, NJ, you will be expected to be on site no later than 1:30 pm on the first workday, departing no earlier than noon on the last workday and there should be no travel on Sunday unless there is a business need approved by your authorizing official in accordance with Federal Travel Regulations (FTR) and/or the OCC FTR Supplement.
  • If you are a current OCC employee who previously received a waiver determination permitting you to retain bank securities due to extenuating circumstances, please note that this determination may be rescinded if the nature of your duties changes. We strongly suggest that you discuss the potential implications of any change in duties on a prior securities determination with your ethics official.
