Summary

The incumbent serves as a Medical Administrative Specialist - Health Administrative Specialist on Duty located in the Office of the Chief, Health Administration Service, Business Office, Medical Administration Service, or similarly named and organized service, and has the authority and responsibility to represent both the Medical Center Director and the Chief, HAS on all administrative matters occurring when assigned to other than a normal tour of duty.

Help

The incumbent will serve in a developmental assignment (GS-7) or at the full performance level (GS-9). The incumbent will perform the duties outlined in the target grade (GS-9) position description, but will operate under closer supervision and will not be expected to demonstrate the same level of subject matter mastery. All other factors remain the same.

Duties and responsibilities include, but are not limited to the following:

  • Interprets VA rules and regulations relating to determining legal entitlement to benefits relating to hospital admission; nursing home, dental, domiciliary, Community Care (outside VA), and outpatient care; dental treatment; prosthetic appliances; patient transfer, and beneficiary travel.
  • Coordinates the resolution of medical legal problems concerning the medical center.
  • Ensures appropriate legal, regulatory, and policy requirements are met.
  • Processes administrative issues surrounding beneficiary death, seriously ill cases, elopements, suicides, assaults, deaths on arrival, homicides, code blue, cost recovery matters, and facility or community disasters, etc.
  • Provides administrative authority, guidance, and decision making to Medical Officer of the Day, Nursing Officer of the Day, and other similarly named Nurse and Medical positions in charge after hours, and all other clinical staff concerning administrative matters necessary for operation of the medical center during other than normal tours.
  • Provides orientation and situational technical advise to physicians regarding VA policies and procedures.
  • Assists medical center staff with medically related problems.
  • Observes, evaluates, and coordinates administrative activities with IRMS, Engineering, OI&T, Laboratory, Medicine, Radiology, Nursing, Hospice, and Environmental Management services and personnel among others.
  • Acts on behalf of the Director to initiate any needed immediate administrative action, with established guidelines.
  • Initiates call back roster, deployment of resources, etc., until closure of the incident or a designated Executive reports to the facility for duty.
  • Assists in responding to emergencies, determines priorities and nature of action to be taken; authorizes services, supplies, and personnel; notifies authorities as situation dictates.
  • Coordinates non-routine contacts received at the medical center after regular operating hours.
  • Oversees determination of applicants' eligibility.
  • Acts as an advisory resource to all personnel assigned to other than normal tours of duty.
  • Conducts analytical studies on operational processes, issue topics, or related special projects as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/01/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

  • For a GS-7 position you must have served 52 weeks at the GS-5.
  • For a GS-9 position you must have served 52 weeks at the GS-7.
You may qualify based on your experience and/or education as described below:

GS-7
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Basic knowledge of medical center organization, functions, specialties, and programs; experience locating and interpreting regulations relating to determining benefits eligibility and enrollment; reviewing data and information for trends and problem areas, making recommendations to management to resolve issues; ability to cope with wide variety of problems and to resolve them quickly and decisively; and explain and organize complex issues in writing. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one (1) full year of successfully completed graduate level education that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Education at the graduate level must have been obtained in an accredited college or university and transcripts must be submitted with application. Education cannot be credited without documentation. OR,
  • Superior Academic Achievement (SAA): Applicants may also substitute education for the required experience with Superior Academic Achievement. To qualify, you must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following:
    • Rank in the upper one-third of your class in the college, university or major subdivision.
    • A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.
    • A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.
    • Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. GS-9
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience using a wide range of medical center administrative concepts, principles, and practices; experience locating and interpreting regulations relating to determining benefits eligibility and enrollment; provides technical guidance necessary to meet procedural, legal, and administrative requirements relating to the care and treatment of patients; reviewing data and information for trends, problem areas, and makes recommendations to management to resolve issues; interpreting rules, regulations, policies, and procedures to make sound decisions; and identify and analyze complex problems or situations with a range of variables. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first year (18 semester hours) to qualify at the GS-09 level.
