Summary

This National Guard position is for a IT SPECIALIST (PLCYPLN/NETWORK SERVICES), Position Description Number T6332P01 and is part of the 224 ADG, National Guard.

As an IT SPECIALIST (PLCYPLN/NETWORK SERVICES) (GS-2210-12) you will serve as unit level manager/monitor for telecommunicationsystems plans, policies, procedures, and program management for the Eastern Air Defense Sector(EADS) Plans Section (SCXP). Also, serves as the Communication and Information Systems (SC)Configuration Manager (CM) and liaison between the SCXP section and EADS InformationAssurance (IA) team, providing communication link with higher headquarters and detachment CMs
and plans teams.
Federal employment suitability as determined by a background investigation.
May be required to successfully complete a two year trial period.
Participation in direct deposit is mandatory.
The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
Work may occasionally require travel away from the normal duty station.
The employee may be required to travel on military and commercial aircraft.
Recall to duty may be a requirement of this position.
Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
Incumbent must be eligible for a TS/SCI security clearance (Special Compartmented Information),as required by duty location within one year of appointment.
This is a drug testing designated position. The incumbent is subject to random testing for drug use.
For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license for the state in which they live or are principally employed.
Qualifications
GENERAL EXPERIENCE:
Experience, education, and/or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.
SPECIALIZED EXPERIENCE:
Must have one year specialized experience equivalent to at least the next lower grade. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Experience leading a team to review plans and orders to include: Contingency Plans (CONPLANs), Operational Plans (OPLANs), Operations Orders (OPORDs), Execution Orders(EXORDs) etc. from the communications perspective. Prepares or reviews all Annex Ks to ensure communications considerations are addressed. Also, performs other duties as assigned. Experience implementing telecommunication programs and special projects. Serves as a project management officer responsible for the successful implementation of various telecommunications programs/projects. Experience coordinating the preparation of and reviews telecommunications statements of work (SOW) and performance work specifications (PWS) for contracts. Experience implementing Configuration Management program. Experience participating in discussions, meetings, committees or special projects and presents briefings and prepares recommendations and reports. Experience developing and maintaining a strong project planning program. Reviews project plans and specifications to ensure adequate analysis and justification of requirements, realistic cost estimates, scheduling, and consideration of all associated constraints and restraints. Participates in discussions, meetings, committees or special projects and presents briefings and prepares recommendations and reports. Presents clear, concise and well-structured oral presentations that address the designated issues. Serves as liaison between SCXP and the Information Assurance personnel. Understands Information Technology (IT) security principles, methods, and security products to protect and maintain the availability, integrity, confidentiality, and accountability of information system resources and information processed throughout the system's life cycle.

Recruitment, Relocation, or Retention Incentives (3R): A 3R incentive may be authorized for highly qualified applicants and/or for positions that are determined to be hard to fill. ADDITIONAL CONDITIONS OF EMPLOYMENT:
Information Assurance Certification is a condition of employment. In accordance with DoD 8570,Mandatory Certification of "GIAC Security Leadership Certification (GSLC)" and/or "CertifiedInformation System Security Professional" (CISSP), or equivalent DoD 8570 Management Level IIcertification is required. If Certification is not held, must obtain within six months from initial hiring.Failure to receive the proper IA certification may result in removal from this position.
This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14days in a calendar year must be approved in advance by the National Guard, Director of Man power and Personnel (NGB-J1).
