About the Position: The position serves as a management analyst and advisor to leadership on the evaluation of the effectiveness of Defense Medical Human Resources System-internet (DMHRSi), as a Management Analyst in a Medical Treatment Facility (MTF).
Serve as the Subject Matter Expert (SME) and point of authoritative information for the requirements and procedures of the DMHRSi Labor Cost Assignment (LCA) process.
Act as the technical authority on the correct application of system logic, the proper reporting of man-hours, and the interpretation of complex regulations and system functionality.
Collaborate with organizational Points of Contact (POCs), timekeeper specialists, and timecard approvers to resolve complex timecard errors and rejections, coordinating these efforts across all levels of the MTF.
Execute advanced module configuration and user management functions within DMHRSi LCA, managing user roles and permissions based on documented requirements, including the assignment of elevated system roles.
Serve as the final checkpoint to certify processed data complies with established business rules and guidance from Department of War (DoW) regulations and the DHA Cost Accounting Branch (CAB).
Manage the final technical steps of the LCA process, including the generation, validation, and formatting of the DoW financial system files for transmission to the financial system.
Maintain current knowledge of the development status and functional capabilities of DMHRSi, coordinating with respective functional SMEs to analyze and interpret the impact of system updates on current processes and procedures.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
A Personnel Security Investigation is required.

Specialized Experience: One year of specialized experience which includes utilizing Defense Medical Human Resources System Internet (DMHRSi) to pull reports, resolve timecard errors, and/or analyze data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or Business Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
