This announcement provides a reassignment/promotion opportunity for a current 1811 to the position of Criminal Investigator (CRIMES Program Specialist), Specialist Band, in the Office of Investigations, Investigative Operations Division (IOC). Arlington, VA is used as a placeholder only, and open to any Nationwide OIG Office location (actual location to be determined based upon selectee).

Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. Only those candidates who meet all qualification and eligibility requirements and who submit the required information by 11:59 PM EST on Tuesday, October 6, 2026, will be considered.

The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Specialist Band level, equivalent to a GS-14 grade level. The salary range for this position is $125,776 - $197,200 includes locality pay. Law Enforcement Availability Pay (LEAP) is authorized. Compensation includes 1811 LEAP coverage in primary position under law enforcement retirement.

Please note that the duties and responsibilities associated with this position may vary based upon the agency's needs at the time of hire. The following description of major duties and responsibilities is only intended to give applicants a general overview of the expectations.

  • Serves as the program manager for the Office of Investigations' electronic case management system, CRIMES. In this role, this person serves as the subject matter expert on all issues related to CRIMES.
  • Serves as the primary liaison with CIO staff regarding changes, enhancements, and troubleshooting of CRIMES issues.
  • Serves as the agency point of contact for National Incident Based Reporting System (NIBRS).
  • Serves as the primary liaison with CIO on statistical reporting and visualizations.
  • Develops, analyzes and evaluates new or modified program/management policies, regulations, goals, or objectives.
  • Objectively and independently review and approve OI investigative results and ensure they are submitted in accordance with OIG policy guidelines.
  • Provide policy and procedural guidance for investigations; ensure the implementation of investigative standards, procedures and guidelines are consistent with the Inspector General Act of 1978, as amended, the Council of the Inspectors General on Integrity and Efficiency (CIGIE) Investigative Standards, and the Attorney General Guidelines for Offices of Inspectors General.

  • Must be able to obtain and maintain a Top Secret security clearance.
  • Must be able to obtain and maintain a government-issued credit card
  • May be required to successfully complete a 12-month probationary period.

Qualifications

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.

  • Current USPS-OIG 1811 employees.
  • At least 5 years of specialized experience in investigative analysis and data analytics relating to investigations.
  • Proficient in Advanced Microsoft Excel.
  • Proficient in project management skills.
  • Must have received a met expectations rating on your previous two performance appraisals (Fiscal Years 2024 and 2025). If a performance appraisal in not available, you must submit a written statement stating the reason it is unavailable (You must submit a copy of your latest two performance appraisals).

You must have the experience, knowledge and skills listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.

Your resume MUST reflect that you have experience, knowledge and/or skills in each of the following Evaluation Factors listed below:
  1. Advanced experience in managing large scale projects or investigations.
  2. Demonstrated experience defining problems, analyze alternatives, and recommending solutions for complex issues.
  3. Demonstrated experience developing and delivering written and oral communications that convey complex business and technical information to various audiences.
  4. Advanced skill and resourcefulness to independently conduct research, collect, develop, and organize data from a wide variety of data sources.
