Summary

Duties

Help
  • Serves as a senior auditor within the Defense Contract Audit Agency (DCAA), Headquarters (HQs), Office of General Counsel Directorate, Investigative Services (OIS) Division, within one of the Investigative Services Teams.
  • Plans and conducts analyses of defense contractor's records where Suspected Irregular Conduct (SIC) or potential fraud has been identified.
  • Analyzes accounting and cost data for fairness and accuracy. Evaluates labor charging, material disposition, and timing. Investigates improper pricing variables to support active SIC cases and grand jury investigations.
  • Performs non-audit tests on contractor billing, labor, and controls for SIC/grand jury cases. Uses statistical sampling, improvement curves, and quantitative software to gather and analyze complex accounting data.
  • Develops draft advisory memorandum of findings, conclusions and recommendations for cognizant Defense Criminal Investigative Organizations (DCIOs), Military Investigative Organizations (MCIOs) and Department of Defense Inspector General (DoDIG).

Must be able to obtain and maintain a U.S. Passport. Selectee and eligible dependents will be required to obtain official (no fee) passports and SOFA Stamp prior to assignment.

May be required to obtain a VISA dependent on the overseas country's laws/regulations.

Background Investigation: All selectees will be subject to a Single Scope Background Investigation (SSBI). You must be able to obtain and maintain security clearance eligibility at the Top Secret level.

Drug Testing: You will be subject to random drug testing.

Financial Management (FM) Certification Program: As a condition of employment, the selectee must meet the requirements of the DoD FM Certification Program. The FM Certification Program is a course-based program consisting of three certification levels. Level II certification must normally be completed within two years of the selectee's employment start date.

Defense Acquisition Workforce Improvement Act (DAWIA) Certification Program: As a condition of employment, the selectee must meet the requirements of the DAWIA Certification Program. The selectee must obtain the required certification within the specified grace period for their applicable certification level, except that designated Key Leadership Positions at the GS-14/15 levels require certification completion at the time of assignment.

Qualifications

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.

This position has a positive education requirement. You must submit proof of education or of certification to be considered for this position. To qualify for this position you must meet one of the basic requirements described below:
Degree:
accounting or a related field (such as business administration, finance, or public administration) that included or was supplemented by 24 semester hours (or 36 quarter hours) in accounting (may include up to 6 hours of business law).
OR
Combination of education and experience:
4 years of accounting experience or a combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours (or 36 quarter hours) in accounting/auditing courses or a certificate as Certified Public Accountant or a Certified Internal Auditor.

Specialized Experience: In addition to meeting the basic requirements, you must have one year of specialized experience at the GS-11 or equivalent level. Specialized experience must be documented in your resume. Specialized experience is defined as: serving as a lead auditor or primary auditor on a complex assignment, developing detailed audit steps to cover unique audit situations; OR working independently to examine accounting data and contract terms, assuring compliance with accounting principles, standards and regulations, preparing working papers and substantiating documents, drafting conclusions, findings and recommendations, supporting audit finding through communicating with the contracting community or negotiations and experience in government contract auditing for both mobile and/or major contractors or experience performing forensic accounting work with investigative agencies; OR experience in independently developing complex data analytics models using data tools (e.g. Power Query and Power BI).

Definition of Highly Qualified: To be considered highly qualified for the Investigative Services Auditor, GS-0511-12 position, a candidate's experience must demonstrate a superior level of expertise in all the following areas: Demonstrates extensive experience in preparing, reviewing, and finalizing complex audit reports in accordance with GAGAS/GAAS. This includes working on reports for sensitive or adversarial contexts, such as litigation and fraud investigations. Acting as a technical advisor, subject matter expert (SME), or go-to resource for colleagues on intricate matters of auditing, forensic accounting, or regulatory issues. Leading audits or analyses that resulted in significant, value-added recommendations. Identifying major resource misallocations, uncovering systemic fraud, or contributing to substantial financial recoveries. Illustrates a deep and integrated application of GAGAS/GAAS, the Federal Acquisition Regulation (FAR), and criminal/civil procedures in high-stakes environments. Experience navigating conflicting information and applying a broad range of regulations to resolve complex audit issues, particularly in cases involving "Suspected Irregular Conduct" (SIC).

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Performance Appraisal: Hiring Managers use objective methods and consider previous performance appraisals and awards in the selection process. Current Federal Civilian employees may provide copy of their most recent performance appraisal during application process.

PAY: Locality Pay does not apply to the Europe Branch Office (EBO). U.S. locality pay will be discontinued upon assignment. Currently, employees assigned to the EBO in Wiesbaden receive Post (Cost of Living Allowance) and Living Quarters Allowance (LQA), both are nontaxable. Overseas allowances fluctuate based on the Euro exchange rate. Post allowance is a non-taxable cost of living allowance granted to employees stationed at a post or foreign area where the cost of living, exclusive of quarters costs, is substantially higher than in Washington, DC. Post allowance is not based on a percentage of your salary, but is a cost index percentage between the Washington, DC area and the assigned post, and is based upon the number of eligible family members residing at the post and the base salary.

PCS: Relocation expenses reimbursed - Yes - You may qualify for reimbursement of relocation expenses in accordance with agency policy.

MEDICAL FACILITIES: Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. If an employee brings a family member to an overseas location who requires medical or dental care, then the employee will be responsible for obtaining and paying for such care. The closest military hospital is approximately a one-hour drive from Wiesbaden.

SPONSOR: When the auditor is selected, and security clearance has been received, a sponsor will be assigned to the selectee and the family to offer assistance in getting settled in Germany. There will be enough lead time to allow the sponsor to communicate with the selectee and the family to answer any questions or special concerns.

PETS are welcomed in Germany as it is not uncommon to see them with their owners in local restaurants. The costs associated with bringing a pet overseas, including transportation, quarantine and the added hotel costs incurred when housing a pet in your temporary quarters, may not be reimbursable.

PLEASE NOTE: The information provided on available services is the most current information at this time. Due to the ongoing military reorganizations, realignments, and renegotiations of the Status of Forces Agreement (SOFA) between the U.S and German governments, changes to some of the services may be affected at any time.

Education

Substitution of Education for Specialized Experience: There is no substitution of education for experience at this grade level.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in a conventional U.S. education program. It is your responsibility to provide such evidence when applying or prior to appointment as outlined above.

  • Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. You must provide a copy of the letter containing the results of the equivalency evaluation upon request. Failure to provide such documentation when requested will result in lost consideration.

The Europe Branch Office is in Wiesbaden, Germany which is approximately 20 miles from Frankfurt. The climate is noted for mildness, however, there is considerable rainfall in the spring and winter months. Knowledge of the German language is not essential, as English is a second language for many Germans. A non-taxable housing allowance is paid to compensate for housing rental costs, electricity, and heating of the house. Food, clothing, and automobile services may be more expensive on the economy but are available at reasonable prices at facilities provided by the Army and Air Force Exchange Services (AAFES). These services are offered to military ID holders which include DCAA employees and their dependents under 21 years of age.

The definition of "Dependent/Immediate Family" for civilian employees can be found in the Joint Travel Regulations (JTR), Volume 2 (Appendix A, Part I). For a selectee to bring a Non- Dependent to Germany, the Non-Dependent will need to either be granted a Permanent Resident Visa thru the German Consulate or be given Member of Household status through the Garrison in Wiesbaden. These processes must be approved before relocating to Germany as they are both difficult to obtain. Applicants are responsible for obtaining relevant information regarding the qualification and application process for Resident Visa and Member of Household. Non-dependent members of the family do not have the same privileges as dependents on an employee's PCS order and overseas allowances.

Public transportation in Europe and particularly in Germany is abundant, timely, and comfortable. Wiesbaden is centrally located and offers vacation travel opportunities for auditors and their dependents. In addition, there are a few U.S. Government owned hotels available in Europe through the Armed Forces Recreation Centers. Government hotels offer reasonable priced rates to DOD travelers. Restaurants and other eating places are abundant in Europe. Shipment of ONE privately owned vehicle at Government expense is authorized, subject to prior approval.

Reemployment rights are granted for return to CONUS position in accordance with Section 204, Chapter 38, DCAAM 1400.1

Payment of Permanent Change of Station (PCS) costs is authorized, subject to the provisions of the Joint Travel Regulations.

Selectees initially recruited from the United States may receive certain foreign area benefits such as: Living Quarters Allowance (LQA), home leave, post allowance etc. Overseas allowances may be authorized in accordance with Department of State Standardized Regulation (DSSR).

Home leave will be earned at the rate of 5 days per year and may be granted upon completion of 24 months of continuous service abroad. Employees can accrue and carry forward an annual leave balance of 360 hours, even after returning to CONUS.

Unaccompanied employees as well as accompanied personnel will be required to reside in the local economy and receive living quarters' allowance (LQA). Currently, most branch employees receive basic housing allowances to cover their related housing costs. Depending on your housing location, size and selection, your housing allowance may not cover all your housing expenses. LQA ranges fluctuate based on the Euro exchange rate. Employees may receive increments for additional family members. CHILDREN 21 YEARS OF AGE AND OLDER ARE NOT CONSIDERED DEPENDENTS FOR THE PURPOSE OF RECEIVING EXTRA HOUSING ALLOWANCE. CHILDREN UNDER 21 YEARS OF AGE MUST BE ENROLLED IN SCHOOL (IF THEY ARE SCHOOL-AGED) TO BE CONSIDERED DEPENDENTS FOR THE PURPOSE OF RECEIVING HOUSING ALLOWANCES. Property management fees for maintaining a stateside home while you are on the overseas assignment is reimbursable. Separate housing maintenance allowances are NOT authorized. Initial out-months' cost can be expensive, in some cases, up to four months' rent (three months' rent as the security deposit, plus the first month's rent).
