Duties

Help

1. Leads strategic oversight and decision making for the development, implementation, and sustainment of AFTAC's IT architecture, ensuring alignment with the AFTAC Chief Data and Information Officer's (CDIO) vision, center-level objectives, Air Force priorities, and DoD directives.
2. Exercises supervisory personnel management responsibilities.
3. Leads the strategic planning and policy development for AFTAC's IT and communication systems, ensuring alignment with center-level objectives, Air Force priorities, and DoD directives.
4. Represents AFTAC as a senior IT leader, advocating for the organization's IT priorities and strategic objectives in engagements with internal and external stakeholders, including senor officials, interagency partners, and industry leaders.
5. Provides strategic leadership in long term planning, program evaluation, and workforce development to advance AFTAC's global mission.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for the GG-2210, Information Technology (IT) Management Series (Alternative A).

Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include having a high level of independent judgment to interpret and apply broad national, Department of the Air Force, Department of War, and Intelligence Community guidance to local mission and IT requirements. Available guidance is limited, may not keep pace with emerging technologies, and often require adaptation before it can be applied to mission systems. The supervisor must determine which guidance applies; develop local policies, operating instructions, and procedures when existing direction is insufficient; and reconcile potentially competing enterprise IT, cybersecurity, and mission requirements. Unresolved issues are elevated to the AFTAC Chief Data and Information Officer and 709th Support Group Commander. The position requires knowledge of Enterprise IT architecture, governance, lifecycle management, cybersecurity, and risk-management principles. Applicable agency, Air Force, DoW, national-level, and Intelligence Community policies, directives, and requirements. How to interpret broad or incomplete guidance and translate it into practical local policy and procedures. Emerging technologies and their operational, cybersecurity, and sustainment implications. Mission-specific requirements that may compete with enterprise standards or technology policy. Security procedures for protecting classified or sensitive material. Note: Creditable experience may include previous military experience, experience gained in the private Sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Professional knowledge of information technology, risk management, cybersecurity principles, and IT governance frameworks; expertise across the IT lifecycle, strategic planning, and long-range information-management strategies supporting mission-critical objectives.
  2. Knowledge of agency, Air Force, Department of War, and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives; ability to interpret and apply them to strategic IT planning and policy development.
  3. Knowledge of security procedures required to maintain control of classified material.
  4. Advanced skill in applying analytical and evaluative techniques to identify, investigate, and resolve complex IT challenges, including those involving containerization, service-oriented architecture, and cloud-based solutions.
  5. Ability to organize and analyze information; produce authoritative reports, position papers, and briefings for senior leadership; and advocate for strategic IT priorities in senior-level forums and collaborative initiatives.
  6. Ability to communicate effectively, both orally and in writing. Ability to manage small staff and carry out all phases of personnel management responsibilities.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
