As a STRATEGIC ANALYST you will be responsible for the following duties:

  • Performs strategic analysis of customer needs, stakeholder concerns, market conditions, governance expectations, and enterprise service adoption trends to support DCSA's transition to operating as a customer-centric business.
  • Exercises accountability for designing and establishing strategic approaches, analytic frameworks, measures of effectiveness, and cross-functional recommendations that ensure DCSA's customer-facing strategies align with broader agency goals, customer demand, and national security priorities.
  • Identifies, assesses, and recommends business development and strategic growth opportunities to expand adoption of DCSA products and services across federal agencies, DoW components, the Intelligence Community, and the Defense Industrial Base.
  • Conducts descriptive, trend, performance, risk, customer experience, requirements, policy/program, and enterprise integration analyses to identify root causes, assess emerging issues, and develop strategic recommendations.
  • Leads and coordinates cross-functional working groups and matrixed efforts across OCS and DCSA business units, including Personnel Vetting, Industrial Security, Acquisition and Technology, and Security Training, to align enterprise actions with customer needs and strategic priorities.
  • Advises supervisors, OCS leadership, DCSA senior leaders, and cross-functional stakeholders on customer-facing risks, service alignment issues, growth opportunities, enterprise impacts, and actions needed to improve economy of scale and reduce duplication across government.
  • Performs other duties as assigned.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GG-13) in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.

Specialized experience for this position includes:

  • Applying strategic planning, business development, customer success, and performance management principles to identify growth opportunities, improve service delivery, and support organizational objectives.
  • Conducting market, customer, and demand analyses to identify customer needs, service gaps, adoption barriers, competitive or overlapping offerings, and opportunities to increase use of products or services.
  • Building and maintaining professional relationships with customers, stakeholders, and strategic partners; gathering customer feedback; and representing an organization in meetings, working groups, or cross-functional forums.
  • Developing data-informed recommendations, executive briefings, decision memoranda, or other written products that support leadership decisions regarding customer strategy, growth, governance, business processes, or organizational change.
  • Collaborating across business lines or functional organizations to align customer needs, operational capabilities, and strategic priorities.
Specifically you will be evaluated on the following competencies:
1. Marketing and Demand Planning: Develops and implements strategies as they relate to developing customer outreach, marketing initiatives, demand collaboration and demand planning, and performance measurement analysis.
2. Stakeholder Management: Applies concepts, practices, and techniques to identify, engage, influence, and monitor relationships with individuals and groups connected to the work effort; including those who are actively involved, exert influence over the process and its results, and have a vested interest in the outcomes (positive or negative).
3. Customer Service: Anticipates and meets the needs of both internal and external customers. Delivers high-quality products and services; is committed to continuous improvement.
4. Data Analysis: Analyze, model, and transform data to highlight useful information; suggest recommendations and conclusions, and support senior leader decision making.
5. Leadership: Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

VETERANS PREFERENCE/CURRENT OR FORMER FEDERAL

This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date).
