The primary purpose of this position is to plan, implement, administer, and counsel on Military and Family Readiness Center's (M&FRC) career, transition, relocation, family, and other work/life services and activities provided to military members, retirees, Department of War (DoW) civilian members, and their families.

Duties

Help

  1. Assesses individual and family needs and delivers work/life services to eligible populations.
  2. Implements and sustains installation work/life programs aligned with community needs and commander priorities.
  3. Plans and executes marketing and public relations efforts to promote programs and services to targe audiences.
  4. Supports full spectrum of Military & Family Readiness Center (M&FRC) programs and initiatives by participating in daily business operations, outreach initiatives, briefings.

  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • Position is designated non-critical-sensitive and requires a SECRET security clearance to fully perform the duties and responsibilities of the position.
  • A non-disclosure agreement must be signed. Employee must be able to obtain and maintain a Secret clearance.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • May be required to work overtime on an unscheduled or emergency basis.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, 0101 Series.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

Degree: Behavioral or social science; or related disciplines appropriate to the position.

Or

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Or

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-01, equivalent to the next to lower grade GS-04 or equivalent in the Federal Service. Specialized experience must include knowledge of social services delivery systems as well as concepts, principles, theories, and practices relating to one or more of the social or behavioral science fields; knowledge of personal financial management practices and techniques to provide clients with appropriate financial data and practical financial skills to enable them to make informed personal financial management decisions. OR

EDUCATION:
3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. NOTE: You MUST provide an official copy of your transcripts.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You MUST provide an official copy of your transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of social services delivery systems as well as concepts, principles, theories, and practices relating to one or more of the social or behavioral science fields.
  2. Knowledge of personal financial management practices and techniques to provide clients with appropriate financial data and practical financial skills to enable them to make informed personal financial management decisions.
  3. Skill in conducting interviews to establish the nature and extent of concerns/issues, provide assistance in developing goals and plans, and determine appropriate referral services/options.
  4. Skill in establishing and maintaining effective working relationships using tact and diplomacy in interactions with individuals/families and with program representatives and officials.
  5. Ability to communicate effectively both orally and in writing.
  6. Ability to compile and report data, analyze statistical data for trends, and to make adjustments to the programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

AcqDemo Expanded Probationary Period for Supervisors and Managers: An additional supervisory probationary period of one year may be required when an employee is officially assigned to a different supervisory position.

This is an acquisition demonstration project position NH-II equivalent to a GS-05 to GS-11.
