This position is part of the Department of Defense . This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
As a Financial Management Specialist you will be responsible for the following duties:
Provides expert guidance to employees and management through on-the-spot counseling regarding the interpretation and application of the Joint Travel Regulations.
Develop and maintain standard operating procedures (SOPs) for administrative practices.
Maintain various tracking databases including travel requests and training documentation,
Manage administrative guidelines for processing travel requests, settling travel vouchers, and archiving travel documents.
Responsible for the control and coordination of all required actions to support successful travel for military soldiers and Civilian employees, that includes reviewing and approving travel authorizations and vouchers.
Monitor and review travelers' Government Travel Charge Card (GTCC) balances.
Master Defense travel regulations and provide interpretations, recommendations, and solutions to the Approving Officials for any travel processing issues.
Train and assist personnel (e.g., travelers, users, authorizing officials, certifying officials, reviewing officials) with travel regulations, policies, and procedures.

Must obtain/maintain Non-critical Sensitive/Secret security clearance
Must obtain mandatory Back-to-Basics (BtB) certification within 60 months of entry into position. Incumbent must acquire 80 Continuous Learning Points (CLP) every 24 months.
Incumbent must complete training and maintain up-to-date training requirements and maintain access relevant systems for DTS activities.
This position also requires DoD Financial Management Level II certification in accordance with DoD Instruction 1300.26, DoD Directive
5118.03 and section 1599d of Title 10, U.S.C. Once obtained, you must maintain and improve proficiency.
Qualifications
You must have one year Specialized Experience equivalent to the NH-02/GS-11 level in the Federal service (experience may have been gained in the private/military sector) giving the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position. Experience must be reflected in your resume.
Specialized experience required for this position is:
Reviewing and approving documentation for completeness and accuracy regarding travel eligibility and entitlements.
Conducting audits of Defense Travel System (DTS) travel authorizations and vouchers to ensure compliance with the DoD Financial Management Regulation (FMR), Joint Travel Regulations (JTR), and other travel/Government Travel Charge Card (GTCC) policies.
Reviewing and reconciling GTCC's as an Agency Program Coordinator in the Citi card management system.
Identifying and reporting system or travel-related problems/errors to the Defense Travel Management Office (DTMO) or appropriate personnel for resolution.
Providing expert advice, guidance, and training to travelers on travel regulations, DTS program requirements, and GTCC program administration.
Substitution of education may not be used in lieu of specialized experience for this grade level.
