This position is located at the VA Southern Nevada Health Care Center (VASNHCS), Las Vegas, Nevada. Included in these responsibilities are the administrative oversight of Dental Services. Oversees the process for Dental scheduling and all orders management for Dental exams and procedures in a high complexity facility. Responsible for the management and oversight of approximately 4 direct administrative support staff personnel and 22 indirect administrative support staff in the Dental Service.

The AO serves as official liaison on administrative matters concerning the Dental Service, keeps abreast of matters affecting the hospital so the Dental Service can respond appropriately, prepares Dental Service and appropriate hospital reports, and provides input on administrative issues to clinical staff. The AO serves as the Dental Service point of contact on HR administrative matters, coordinates Dental Service's ADP program, and serves as Contracting Officer's Representative (COR) for dental contracts.

Duties include, but may not be limited to the following:

  • Responsible for the execution of HR administrative management responsibilities related to accomplishment of the mission.
  • Provides recommendations, information, and guidance to Dental Service staff concerning basic procedural, policy, and regulatory requirements related to HR such as staffing, classification, career advancement, benefits, awards, and Employee and Labor Relations (ER/LR).
  • With prior communication and approval of the Dental Service Chief, the AO acts as a facilitator on individual ER/LR issues such as discipline, counseling, and leave abuse.
  • Informs the Dental Service Chief of potential problems and status of individual cases. In concert with the Dental Service Chief, the AO works with management and union representatives to review, investigate, and recommend solutions to labor-related issues.
  • Maintains close liaison with HR staff and refers to complex requests to the appropriate HR department with prior approval from the Dental Service Chief.
  • Provides administrative support to the Dental Service Chief on HR-related documents: organizational charts, 6-part folders, position descriptions, functional statements, SF-52 (Request for Personnel Action) forms, Professional Standards Board Action forms, awards, memorandums, and performance appraisals.
  • Conducts trend analysis within the Dental Service in HR areas such as awards and staffing, applying established analytical techniques to identify patterns and reconcile discrepancies.
  • Develop staffing plans that improve productivity and reduce costs such as overtime, applying established workforce planning and cost analysis methods. Works with the Dental Service Chief to support sound position management principles within the service.
  • Conducts management studies of mission, functions, work processes, methods, and procedures to improve current operations and practices, using established analytical methods.
  • Has broad knowledge of Dental Service management practices, recognizes problems
    that adversely impact Dental Service operations, and assists in resolving these issues.
  • Assists the Dental Service Chief with managing operations, staffing, workload, and the dental residency training program.
  • Supports dental care access, quality of patient care, and operational efficiency of the Dental Service.
  • Attend meetings and conferences as assigned in lieu of the Dental Service Chief and advise the Chief of meeting content and any actions required. Provides guidance to Dental Service staff on upcoming tasks.
  • Acts as the Dental Service spokesperson concerning administrative functions with facility management, coordinating information exchange and resolving differences of opinion among managers, employees, and contractors on routine administrative matters.
  • Conducts analysis of service functions and work processes involving production standards and workloads to assist in determining staffing requirements.
  • Consults management on development and improvement of management methods and procedures for effective utilization of personnel and resources.
  • Assists management in identifying resource requirements and potential problem areas.
  • Has thorough knowledge of Dental Service functions and coordinates activities to support effective patient care.
  • Independently plans and carries out administrative and operational assignments in conformance with agency and facility HR policies and practices, in accordance with the supervisory controls described below.
  • Facilitates the continual updating of the Service Policy and Procedures Manual, Disaster Plan, Hazardous Waste Policies, Infectious Control Policies, Safety and Procedure Manual, and Dental Safety Policies.
  • Provides administrative support on matters affecting patient care, education, and organizational policy.
  • Supports Dental Service's compliance with Joint Commission (TJC) requirements in conjunction with modality-specific managers and the Chief of Dental Service.

Qualifications

Basic Requirements:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one (1) full year of specialized experience equivalent to the GS-7 level in the Federal service that equipped me with the particular knowledge, skills, and abilities to perform successfully the duties of an Administrative Officer, and that is typically in or related to the work of this position. Specialized experience includes interpreting administrative policies, developing local policies, defining administrative requirements, providing substantial input into policies and action plans to ensure compliance with appropriate entities, establishing internal procedures to secure adequate control in terms of deadlines, progress reports, and directives and uses own initiative in developing procedures. Coordinates the personnel management program for service, performing or overseeing all aspects of human resources requirements. Advice on procedures, laws, regulations and policies dealing with workforce diversity, recruitment, merit promotion, employee and labor relations, employee career development, human resources training, and other human resources related activities.
  • NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
  • OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.

  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first year or 18 semester hours and specialized experience to meet total experience requirements.

Preferred Experience: Minimum of five (5) years of experience in dental services, including experience directly supervising staff in a clinical support setting. Knowledge and experience with contracts, COR certified, knowledge of community care dental consults and outpatient consults, as well as dental scheduling guidelines

Physical Requirements:
The work requires sitting, standing, bending, and carrying light items such as books and papers. No special physical demands are involved in performing the work. Intermittent travel between campus locations will be required.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience.
