The Supervisory Social Worker has significant personnel management responsibilities for the incumbent assesses the mission and goals of the VA, VISN and VAPHS, in terms of psychosocial needs of Veterans and the programs that serve them.

The incumbent performs work related to the review, monitoring, analysis, planning and assessment of various outpatient clinic programs. Has administrative responsibility for clinical program development and is accountable for clinical program effectiveness and modification of service patterns. Plans, establishes, and implements policies and procedures; develops individual or group goals and objectives as well as monitors, operates, evaluates, coordinates and oversees the Social Work staff of the assigned program area.

  • Establishes guidelines and performance expectations for staff, clearly communicated through the formal employee performance management system.
  • Observes workers' performance; demonstrates and conducts work performance critiques.
  • Provides informal feedback and periodically evaluates employee performance.
  • Works to resolves informal complaints and grievances.
  • Develops work improvement plans, recommending personnel actions as necessary. Implements disciplinary measures as appropriate.
  • Provides guidance to staff related to work and administrative duties.
  • Reviews and approves or disapproves leave requests.
  • Assures that subordinates are trained and fully comply with the provisions of the safety regulations.
  • Administratively responsible for a clinical program providing treatment to Veterans in a major specialty area.
  • Oversees daily operation of the program, developing policies and procedures for program operation, and prepare reports and statistics for facility, VISN and national use.
  • Responsible for developing and monitoring staff compliance with practice, standards and guidelines on documentation, workload, data entry, ethical practice and service delivery.
  • Provides analysis and evaluation of clinical program data to identify system-wide trends and needs to enhance the quality of service.
  • Administratively responsible for clinical programming.
  • Provides leadership, direction, orientation, coaching, in-service training, staff development and continuing education programs for assigned staff.
  • Initiate and conduct a variety of program or service audits and reports, including productivity assessments.
  • Oversee program operations and evaluations, identifying areas for improvement, gathering relevant data, assessing the data, developing and implementing ideas for improvement and evaluating efficacy of improvement efforts.
  • Develops, implements, evaluates and reports on program performance; including assigned measures, monitors, data and other metrics of interest.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School ofSocial Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
  • Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to SW Licensure Summary by State.

Grade Determinations: Supervisory Social Worker, GS-13

Experience/Education.
One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
  1. Ability to independently organize work, set priorities, and meet multiple deadlines.
  2. Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
  3. Ability to ensure provision of clinical social work services by supervised social workers.
  4. Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.
  5. Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
  6. Ability to provide staff training and development.

Preferred Experience: Experience with Geriatric programs, interdepartmental collaboration, and strong organizational and leadership skills.

The full performance level of this vacancy is GS-13.

Physical Requirements: The physical demands of this position involve active listening, reading, observing, and evaluating verbal and nonverbal behavior, walking, speaking, writing clinical notes, using office equipment such as computers, telephones, fax, photocopy machines. This position is primarily sedentary in nature. THIS POSITION REQUIRES A VALID DRIVER'S LICENSE AND WILL BE REQUIRED TO COMPLETE A DRIVER'S PHYSICAL IF SELECTED.
