Duties

Help

  • Provide certification and maintenance support on a variety of integrated radar and communications systems ensuringtheir compliance with USAF and Federal Aviation Administration (FAA) established standards and safetyrequirements.
  • Modify radar and communications systems as prescribed by the FAA, DoD, or AF.
  • Participate in project planning and execution.
  • Provide technical guidance, training, and assistance to other technicians and conducts on-the-job (OJT) training toapprentices in all phases of work.
  • Utilize safety practices and procedures following established safety rules and regulations and maintains a safe andclean work environment.

  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position.
  • Operational and theoretical knowledge of ATCALS and C-E equipment is obtained through a formal certification program that the incumbent must complete.
  • Attendance at class/school is required for advancement of critical knowledge and technical expertise.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, to include the Individual Occupational Requirements (IOR) for the GS-0856, Electronics Technical Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

TARGETED POSITIONS: This position is a developmental GS-09 target GS-12 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.

GS-09
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems and is described in detail in my resume. Examples of specialized experience includes aiding with the utilization of schematic diagrams, various testing instruments, and relevant electronic formulas to perform tasks such as testing, troubleshooting, modifying, designing and developing electronic equipment; assist with developing policies, standards, procedures for maintenance, installation, or similar functions, and understanding the theories and principles in electronic systems and equipment to aid in the analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify factors, and recommend a solution from a number of possible alternatives; perform studies and assist with preparing reports, documentation, and correspondence to communicate factual and procedural information clearly. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION:
Applicants must successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION:
An equivalent combination of successfully completed 1 full year of graduate level education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit a copy of your transcripts.

GS-11
SPECIALIZED EXPERIENCE: Within 120 days of the closing date of this announcement, Applicants must have at least one year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-09) level or equivalent (grade level, pay schedule, pay band, etc.) and is described in detail in my resume. An example of creditable specialized experience includes utilizing schematic diagrams, various testing instruments, and relevant electronic formulas to perform tasks such as testing, troubleshooting, modifying, designing and developing electronic equipment; developing policies, standards, procedures for maintenance, installation, or similar functions, and understanding the theories and principles in electronic systems and equipment to develop and recommend changes in procedures and technical instructions to management on substantive functions and practices in a high-level air traffic location; develop innovative methods, approaches, or procedures to meet emergency situations in an environment where rapid equipment restoration is always paramount to ensure continuous operation where required; design, develop, fabricate, troubleshoot, and maintain schematics and other components for a variety of interrelated electronic systems with a wide range of technical modernity and applicability; plan, organize, and execute limited projects involved in troubleshooting and resolving equipment malfunctions, errors, and issues, requiring the solution of both design and operations problems; and identify, evaluate, and recommend appropriate solutions to resolve complex interrelated problems and issues.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of and experience working with a wide variety of complex and integrated ATCALS and C-E equipment; familiarity of applicable laws, regulations, policies, methods, and procedures of a wide range of electronics principles and theories, capabilities, limitations, and interrelationships of electronic systems associated with air traffic control; and knowledge of all applicable safety regulations, procedures, and practices.
  2. Comprehensive knowledge of a wide range of electronics principals and theories, capabilities and limitations of electronic systems associated with air traffic control, weather radar equipment; of systems and component design, capabilities, configurations, limitations, and functional operation; and of various types of electronics logic.
  3. Skill in the interpretation of technical data such as drawings, schematics, blueprints, and specifications of complete electronic systems; in analyzing problems in integrated/interfacing systems involving numerous complex circuits; the proper sequence of steps in troubleshooting systems(s) circuits; and in using complex electronic and electromechanical test and measuring equipment using integrated test functions.
  4. Ability to rank priorities, make accurate and quick decisions that support the unit mission and the safety of flight on the UTTR regarding equipment operation.
  5. Ability to modify standard procedures, adapt equipment or techniques, and make departures from previous approaches to solve technical problems, improve system performance for highly complex electronic systems; to trace electronics logic from one system to another; and establish and maintain effective working relationships to represent the organization in a professional manner.

Education

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

PHYSICAL DEMANDS: Work requires recurring physical exertion by lifting and carrying, with assistance, heavy objects weighing 25 pounds or more; climbing tall ladders to work on equipment; working in cramped or restricted areas; and working on equipment located in rocky mountainous terrain. Work requires regular visits to outdoor sites where terrain may be rough, uneven, or rocky.

WORK ENVIRONMENT: Work is in ATCALS and C-E facilities, some of which are located on remote mountaintop sites where conditions cannot be controlled. Extremely hazardous travel conditions (snow, sleet, rain, mud, rock, white-outs, and landslide danger) on steep, unimproved, rough, narrow, mountainous roads under desert and arctic environments are encountered when traveling to remote sites. Works with high voltage and precision measuring equipment.
