Duties

Help

As a Police Officer, GS-0083-07, the following will be your responsibilities:

Performs the full spectrum of police officer duties within the assigned jurisdictions: Incumbent may full powers of apprehension and detention, which entails carrying a firearm, mirandizing suspects, preserving evidence, and testifying in court as it pertains to enforcing regulations within assigned jurisdiction. The incumbent is required to meet all requirements of Federal, DoD, AF, MAJCOM, State, and local level rules and regulations to maintain trainings and weapons qualifications, as a police officer on a military installation, which may include maintaining Peace Officer Standards and Training (POST) Certification. Patrols the installation on foot or in vehicles; responds to alarms, irregularities, and unusual or suspicious circumstances; and investigates the incidents. Enforces traffic rules and regulations, including those related to speed, reckless and drunken driving. Exercises search and assists local, state, or federal law enforcement with arrest authority, detains witnesses, apprehends suspects, interviews witnesses and other persons involved, and determines whether facts warrant apprehension or lesser action. When dealing with witness/suspects, officers must consider the current social-political climate and find ways to alleviate any tension resulting from events outside the installation which may raise prejudice/distrust of authority figures and increase conflict levels between officers and the people with whom they interact. Officers must also be aware of any witnesses'/suspects' possible gang affiliations and the difficulties/risks associated with them. Appears in court to testify as required in Military Courts Martial or Federal and State Court proceedings. Provides sworn testimony based on the investigative process, evidence gathered, witness' statements in criminal and traffic courts. Upon notification, responds to Intrusion Detection Systems (IDS) and Sensitive Compartmented Information Facility (SCIF) alarms and determines probable cause (actual or false alarm). Protects personnel, material, tactical military assets, and high value assets by executing daily Random Anti-terrorism Measure (RAM) and supplemental anti-terrorism measures during increased force protection conditions. Responds to and investigates emergency calls, complaints, and other calls for service, to include protests, active shooter events, and terrorist attacks. Responsible for Entry Control Point (ECP), Traffic Control Points (TCP), Assures criminal or Antiterrorism/Force Protection (AT/FP) measures are met to protect installation command and assure mission accomplishment. Performs vehicle examinations searching for illegal substances, firearms, and explosive devices. Functions as first line of defense to prevent possible terrorist attacks by vehicle, selling/distributing illegal substances, and maintaining the safety and security of the installation. Reacts to neutralize threats, secure resources, personnel, and property. Investigates accidents, summons rescue squads and firefighters, and redirects onlookers from scene. Performs flight armorer duties, responsible for overseeing the appropriate arming of fellow police officers and MWD units. As armorer responsible for maintaining accountability of weapons and ensuring they are clean, serviceable, and ready for use. The armorer is an integral role ensuring officers are able to defend themselves and others.

Conducts Investigations/Surveillance: Conducts investigations of crimes and complaints covering a wide range of subjects and allegations that are not within the scope of Air Force Office of Special Investigations (AFOSI) or the scope of the higher-level detectives assigned to the Squadron. Complaints range from simple inquiries to incidents/complaints requiring investigations that are relatively short in duration and end with the detention of a suspect. Interviews personnel and collects data while conducting formal investigations on foot or in vehicles and inquiries into criminal acts such as assaults, major vehicle accidents, larceny of and/or damage to government and private property, minor drug offenses, pay and allowance matters, misdemeanor offenses involving misuse of government computers, and other incidents as directed by competent authority. Determines the proper course of action and plans, coordinates, initiates, and takes actions necessary to resolve the complaint or inquiry.

  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period. Must obtain and maintain qualifications and/or certifications as identified by the hiring official of all equipment and tools necessary to safely perform the duties of the position.
  • Participation in direct deposit is mandatory. Required to obtain first responder training/certifications in CPR techniques, self-aid buddy care, and first aid on the job and maintain annually.
  • Required to obtain and maintain required security clearance associated with the position. Must obtain and maintain a government travel card. Work may occasionally require travel away from the normal duty station.
  • This is a Testing Designated Position TDP. The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment.
  • Note: The caveat is that the states, territories, and the district cannot drug test until a drug free workplace policy has been established and approved by the United States Department of Health and Human Services.
  • Must qualify and remain qualified in the use of required weapons, as the incumbent will be required to use firearms in performing duties.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Must wear a DAF Police Officer uniform as identified in the DAF Police AFI and required to meet dress and appearance standards when supporting non-DoD agencies IAW the AFI.
  • Dual Status technicians, military uniform will be worn at the discretion of the SFS commander. Subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Must wear approved protective clothing such as body armor/ballistic plates, helmets, personal protective equipment, coats, boots, traffic vests and/or chemical protective equipment, (e.g., respirator mask).
  • Must complete a job compatibility assessment (Add: if Title 5. Title 32 Dual status technicians who are assigned to a military Security Forces unit are not required to complete a JCA to be hired to this PD).
  • Must possess a valid driver’s license and be able to operate all security forces vehicles and installed equipment. Will be exposed to the day-to-day dangers associated with law enforcement and security duties.
  • Subject to duty position evaluation on a pass/fail standard in accordance with AFI 36-2646, Security Forces Training and Standardization Evaluation Programs.
  • Must pass formal law enforcement training school as determined by NGB/A4 and obtain DoD Peace Officer Standardization and Training Certification.
  • Recurring training is required to keep the incumbent knowledgeable on the updated specialized tactics, techniques, and procedures necessary for preparation and response to catastrophic events, terrorist attacks and related threats to installations.
  • Ability to employ ‘infantry/SWAT’ small unit tactics involving fire and maneuver, with rapid advancing movement between defensive positions, while wearing protective gear for extended periods of time.
  • This position does not meet the definition of law enforcement officer (LEO) and is excluded from coverage as LEO for purposes of the Federal Employment Retirement System-Base Annuity 1A W 5 CFR, Part 842, Subpart H.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: Must have one (1) full year of specialized experience equivalent to at least the next lower grade (GS-5) in the Federal Service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience typically includes, but is not limited to: experience performing the full spectrum of police officer duties within the assigned jurisdictions: Incumbent may fill powers of apprehension and detention, which entails carrying a firearm, mirandizing suspects, preserving evidence, and testifying in court as it pertains to enforcing regulations within assigned jurisdiction. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

OR

Education: Must have successfully completed 1 full year of graduate level education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work and be directly related to the duties of this position. TRANSCRIPTS REQUIRED - OR -
Must have completed a 4-year course of study leading to a bachelor's degree and have Superior Academic Achievement (S.A.A). S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled and demonstrates the knowledge, skills, and abilities necessary to do the work and be directly related to the duties of this position. TRANSCRIPTS REQUIRED

S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
2. Grade-point average (G.P.A.)-- Applicants must have a grade-point average of:
a. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
b. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
3. Election to membership in a national scholastic honor society.

OR

Combination: Applicants may also combine education and experience to qualify at the GS-7 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-7. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. TRANSCRIPTS REQUIRED.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.

Must be able to onboard within 2 months of selection. PCS/Relocation incentive may be available pending fund availability.

Must complete the following duty position evaluations (DPEs) within the first two years of employment and be successfully re-evaluated in accordance with standards listed in AFI 36-2646, Security Forces Training and Standardization Evaluation Program. The DPE qualifications must occur in this order; (1) Installation Entry Controller, (2) Patrolman/Security Response Team, (3) Alarm Monitor and (4) Base Defense Operations Center Controller/Dispatcher.

The incumbent of this position is required to meet certain physical requirements and is required to ensure they provide a copy of any medical limitations as they occur. The incumbent must immediately report to his supervisor any significant medical threshold shifts in health status and/or medication requirements. Duty limiting conditions will be assessed by Occupational Health to determine if the employee is able to perform the full scope of duties of the position.

This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the National Guard, Director of Manpower and Personnel (NGB-J1).
