Duties

Help
  • Supports oversight of building security systems and access control; coordinates emergency plans, continuity materials, and calling-tree updates.
  • Serves as a liaison between OCFO leadership, GSA, and the building lessor to address maintenance, cleaning, and facility-related concerns connected to lease oversight and COR responsibilities.
  • Supports oversight of the NFSC building security system and access controls while coordinating with OSSP, SIPRS, Federal Protective Service, and other stakeholders to resolve security-related issues.
  • Researches, compiles, and documents financial data; maintains expenditure information across USDA financial systems.
  • Reviews and analyzes obligations and expenditures to evaluate funding adequacy and identify adjustments to prevent under- or over-obligation.
  • Assists with staffing needs, personnel actions, FTE tracking, developing position descriptions and performance plans, and advising managers on HR processes.
  • Helps assess administrative functions, identify issues, propose improvements, and provide recommendations on forms, policies, and procedures.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Specialized Experience: Applicants must have one year of specialized experience (equivalent to the GS-9 level) that demonstrates the statements below:

- Researching financial data in agency financial systems to support budget formulation and execution.
- Reviewing obligations and expenditures to determine funding adequacy and recommend adjustments.
- Preparing statistical or financial reports that track program funds and inform management decisions.
- Providing guidance on procurement procedures and assisting with requisitions or purchase orders.
- Supporting COR-related duties for contracts or facility leases by coordinating maintenance or facility service needs.
- Tracking personnel actions or FTE levels to support staffing and workforce planning activities.
- Coordinating emergency or continuity-related communication materials, including maintaining calling-tree information.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
