The primary purpose of this position is to exercise supervisory and managerial authorities over a Child Development Center program by planning, organizing, coordinating, and overseeing the day-to-day operations. The early childhood education program is designed to promote children's physical, social, emotional, and cognitive growth from 6 weeks to 5 years of age.

Duties

Help

  1. Exercises supervisory personnel management responsibilities at least 25% of the time.
  2. Plans, organizes, and oversees the activities of a Child Development Center, ensuring the programs comply with legal and regulatory requirements and meets customer needs.
  3. Develops, administers and evaluates an ongoing program of individual and group developmental and educational activities for staff implementation and execution. Provides oversight in the care of full day, part day, and specialized settings.
  4. Responsible for the financial operation of the Child Development Program, the facilities, grounds, equipment, health and safety.

  • A FBI fingerprint and State Criminal History Repository (SCHR) Check will be completed on any person selected for this position.
  • A pre-employment physical examination with a renewal at least every 3 years and specified immunizations are required.
  • Must be able to obtain Food Handler’s, First Aid, and Cardiopulmonary Resuscitation (CPR) certifications and complete additional training requirements.
  • May require the employee to drive a motor vehicle. Incumbent must possess and be able to maintain an appropriate, valid driver’s license. An annual driving record check is required.
  • At a minimum, meet qualification requirements stipulated by the US Office of Personnel Management for the 1701 occupational series.
  • May occasionally be required to work other than normal duty hours to include weekends, holidays and evenings. Incumbent may be required to work a split shift to meet supervisory or program requirements.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments. May be required to work overtime on an unscheduled or emergency basis.
  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
  • This is a Centrally Managed position

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series.


BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by major study in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or other fields appropriate to the position to be filled. NOTE: You MUST submit copies of your transcripts.

OR

Combination of education and experience: Courses equivalent to a major in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or an equivalent field of study, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study in a child-related field. NOTE: You MUST submit copies of your transcripts.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-I, equivalent to the next to lower grade GS 5 or equivalent in the Federal Service. Specialized experience must include managing the operation of child center; selecting, training, and supervising childcare and preschool employees, family childcare providers, or other care-giving adults; developing and implementing child development programs, including family day care programs, part-day preschool programs, and before and after school programs, working with individuals and group to solve complex problems related to the care and education of children; executing timely NAF/APF personnel actions, ensures 100% compliance with mandatory background checks/training milestones, and optimizes classroom schedules to consistently maintain required staff-to-child ratios and safety standards; aligning classroom teaching staff with organizational goals, drives retention through targeted developmental training, and establishes a positive, compliant, and supportive center culture;

EDUCATION:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. You MUST submit a copy of your transcripts.

OR
COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of progressively higher-level graduate education and experience may be used to satisfy the specialized experience requirement for this position if the computed percentage of the education and experience is at least 100%. NOTE: You MUST submit a copy of your transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Professional knowledge of child development theory, methodology, and practices relating to physical, intellectual, social and special education needs and center management.
  • Knowledge of and the ability to interpret and apply laws and regulations governing child care to include regulatory requirements, policies, and practices.
  • Knowledge of financial, budget, resource management practices and principles, and analytical and evaluative methods and techniques.
  • Skill in educating, counseling, and advising child care providers and parents; assessing training and children's developmental needs.
  • Skill in effectively organizing and utilizing community resources within the program framework to augment the program to meet installation objectives.
  • Ability to analyze, plan and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

AcqDemo Expanded Probationary Period for Supervisors and Managers: An additional supervisory probationary period of one year may be required when an employee is officially assigned to a different supervisory position.

This is an acquisition demonstration project position NH-i equivalent to a GS-5 to GS-11.
