This is a Title 32 excepted position. This job announcement may be used to fill additional vacancies for additional positions vacated during the job bid process. This vacancy priority is those who are current military members of the Utah Army National Guard. Military membership in the UTARNG is required. Applicants must be willing and eligible to immediately enlist in or transfer to the Utah Army National Guard.

This position is located in the Health Services Section of the Military Personnel Office (MILPO) of the Army National Guard (ARNG). The purpose of the position is to administer the state medical health program on a day-to-day basis.

MAJOR DUTIES: This is NOT an all-inclusive list.

• Responsible for oversight, administration, and implementation of policies pertaining to state medical affairs, and exercise of programs such as: Line Of Duty (LOD) Investigation Program, Incapacitation Pay Program, Active Duty Medical Extension (ADME) Program, MOS Medical Review Board (MMRB) Program, Medical Disqualification Program, Follow up Health Care Program, Medical Claims Processing Program, Medical Travel and Orders Program, Medical Evaluation Board (MEB), Physical Evaluation Board (PEB), Human Immunodeficiency Virus (HIV) Screening Program, Immunization Program, routine and special physical examinations and waivers, Weight Control Program, and Over-40 Medical Screening Program.
• Coordinates with the National Guard Bureau (NGB), the Military Medical Support Office (MMSO), Tri-Care, U.S. Total Army Personnel Command (PERSCOM), Regional Medical Command, the Military Treatment Facilities, and the Medical Evaluation Board (MEB), and Physical Evaluation Board (PEB) Liaison Offices located within the state.
• Serves as the principle advisor to the Chief of the MILPO, as well as to general officer commanders, and personnel on eligibility for health care, sources of health care, medical aspects of physical readiness training and testing, Active Duty Medical Extensions, and LOD investigations.
• Collects, analyzes and provides statistical reports to the MILPO Chief and the Commanders of the Major Army Commands (MACOMs) within the state regarding the health services programs.
• Manages the funds associated with the health services account and provides an accounting for expenditures as required.
• Responds to inquires and various correspondence on health services issues and maintains an action file on all responses.
• Observes privacy requirements on the release of medical information concerning individual military members.
• Coordinates, assembles, monitors and ensures the proper conduct of the Incapacitation Pay Review Board and the MOS Military Review Board.
• Reviews, evaluates, and interprets regulatory guidance, policies, and procedures applicable to the health services programs.
• Provides guidance to all users through the development of policies, procedures, standard operating procedures (SOPs), electronic tracking systems, and dissemination of information related to the health services programs.
• Provides supervision of subordinate staff through the planning, assignment, and review of work; granting of leave; providing recommendation on training requirements, performance standards, and ratings; and effecting minor disciplinary actions such as warnings and reprimands.

Conditions of employment

• Pending analysis, you may be required to complete a new 1-year probationary period when moved to this position IAW CNGBI 1400.25.
• For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license.
• Participation in direct deposit is mandatory.
• Medical screening will be completed upon selection for hire.
• Soldiers who accept a technician position may be terminated from the Bonus and Student Loan Repayment Program (SLRP).
• Must be able to obtain and maintain the appropriate security clearance.
• This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Qualifications

SPECIALIZED EXPERIENCE GS-09:
1 year of experience at a GS-0671-07 or above. (must provide SF 50 showing experience in Occupational Series 0671 to validate)
OR
Have military or civilian working experiences of the basic principles and practices related to the management of health care delivery systems. Military or civilian working knowledge is required in general clerical procedures; medical terminology; regulations, and directives; medical ethics; health records administration; principles of coding; and anatomy or physiology programs. Must have military or civilian experience at a novice competency level in one of the medical service core functions, which are prescribed as: Health facilities, health plan management, medical resources, health care information management and information technology, medical logistics, or medical readiness (including aeromedical evacuation). Have military or civilian working experiences and knowledge in analyzing and recommending solutions to complicated problems. Experienced in developing and implementing various policies and procedures used in the state medical programs. Experienced in various administrative areas such as budget, personnel and public relations within a medical unit or medical activity.
