Help
  • Serves as the primary advisor to the SES on all administrative matters, exercising delegated authority to manage and execute the administrative and business functions of the office.
  • Serves as a GPC holder, executing purchases for services and supplies in strict compliance with federal regulations. Manages and maintains auditable procurement records.
  • Proactively manages long-range calendars, deconflicts competing priorities, and ensures the SES is prepared for all engagements with read-ahead materials and background information.
  • Manages the Agency's participation in the Financial Disclosure Management (FDM) system for the filing of OGE 450 Confidential Financial Disclosure Reports.
  • Acts as the Contracting Officer Representative (COR) or alternate COR for major administrative and technical support contracts.

Qualifications

Time in Grade:
For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service.

AND

Specialized Experience:
For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service.

Specialized experience is defined as: Experience serving as an advisor to a Senior Executive Service (SES) member on administrative matters to include executing administrative and business functions of an office.


In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Applicants must describe how their experience meets the competencies within the body of the resume. No separate statements addressing competencies are required.

Standard SF-50 Submission Requirement:
If you are a current or former Depart of Defense/Department of War employee, you must submit your most recent non-award SF-50 (Notification of Personnel Action) to verify your eligibility.
Your submitted SF-50 must clearly show:
  • Your current/highest grade and step held (Block 18 & 20)
  • Your tenure code (Block 24)
  • Your position classification/pay plan (Block 17)
  • Your type of service (competitive or excepted) (Block 34)
Do not submit an award SF-50 (e.g., Block 8 contiguous with code 840, 849, or cash awards), as these do not document tenure, position change, or highest grade held. Failure to submit a qualifying SF-50 will result in your application being marked as ineligible due to incomplete documentation.

Education

There is no substitution of education for specialized experience at the GS-13 grade level.
